FORMER VILAGE OF CLARENCE MAYOR ARRESTED ON FELONY CRIMINAL CHARGES

The Natchitoches Parish Sheriff’s Criminal Investigations Chief Investigator Greg Dunn was contacted by auditors from the La Legislative Auditors Office out of Baton Rouge on Feb. 19, according to the Natchitoches Parish Sheriff’s Office.

The Legislative Auditors were doing an audit of the Village of Clarence after numerous complaints of possible improprieties.

On this date the Auditors had located a utility trailer that was reported stolen from the Village of Clarence at a residence in Winnfield, La.

NPSO Investigators then began a criminal investigation and on February 25, 2019. Investigators with Winn and Natchitoches SO executed a search warrant at the residence of former Mayor Tommy Evans on Jones Street in Winnfield, La

Items seized were a black utility trailer, Kubota backhoe attachment, John Deere Gator UTV and a Stihl polesaw which was all reported stolen from the Village of Clarence.

Former Mayor Evans gave investigators several conflicting stories on how the items came to be at his residence, and after interviewing others close to the investigation probable cause led to Investigators securing warrants for 4-counts of Unauthorized Use of a Moveable.

During the course of the investigation CID Investigators learned of a complaint involving a former Village clerk receiving a $5,000.00 severance pay check that they may not have been entitled to, which was allegedly authorized by then Mayor Evans. After several months of investigation and interviews probable cause was established by Investigators to secure warrants on Evans for 1-count of Malfeasance in Office.

Evans was arrested by Winnfield Police on Natchitoches warrants, late Wednesday afternoon and held overnight before being picked up by NPSO Warrants Deputies and transferred to Natchitoches on Thursday morning.

As a result of the investigation:

Tommy Evans, 52, who gave an address of 329 Greenville Drive, Clarence, La. was booked into the Natchitoches Parish Detention Center charged with 4-counts of Unathorized Use of a Moveable and 1-count of Malfeasance in Office.

Evans has been released on a $25,000 property bond set by a Tenth Judicial District Court Judge pending his court appearance.

The Natchitoches Parish District Attorney’s Office also assisted in the investigation.

  1. guess he thought since he helped get that stuff for the Village it was his
    to keep.He will probably get some fine or probation.
    Campti needs a complete over haul it is horrible.
