The Natchitoches Parish Council held its regularly scheduled meeting on Oct. 21 to approve the following agenda items:
Re-appoint Thomas E. Roque Sr., Barbara Smith and Karen Terrell to the Library Board of Control.
Re-appoint Louis Morgan to the Fire District 1 Board.
Re-appoint Mardy Summerlin to the Natchitoches Parish Tourism Commission Board.
Re-appoint Larry Cooper to the Northwest Louisiana Game and Fish Preserve Board.
Appoint Gerald Longlois for Water Works District 2.
First Introduction of proposed Ordinances:
TABLED: Introduce Ordinance-024-2024 Commercial Vehicle Enforcement for commercial vehicles operating in the parish of Natchitoches along with the creation of a commercial vehicle enforcement unit (CVEU) that shall enforce applicable ordinances adopted by Natchitoches Parish on all roadways maintained by Natchitoches Parish. It shall be vested with the authority to direct, control, and regulate all traffic in the Parish of Natchitoches.
Introduce Ordinance-025-2024 to authorize an act of sale by the Parish of Natchitoches to sell certain adjudicated properties {PARCELS 9063005650A) by Public Auction; and, further providing with respect thereto.
Introduce Ordinance-026-2024 to affect a zoning amendment of parcel # 0010262100A to B-2 zoning for the start of an education and tutoring business. The property is in Section 31, Township 9 North, Range 8 West with a physical address of 7021 Highway 6, Natchitoches, LA 71457, as shown on the Survey attached hereto, approved by the Parish Planning Commission on October 07, 2024.

Council to authorize the Parish President to enter into an agreement with Fourrier & de Abreu Engineers, LLC for the Solid Waste Permit Renewal Application and Major Permit Modification to Expand the Type III Landfill.
Choose IBTS or Rapides Area Planning Commission to be the Building Official/Permitting entity for Natchitoches Parish beginning Dec 01, 2024 and running through December 31, 2026.
Discuss the procedure for planning/zoning
VOTED DOWN: Declare 2021 solid waste dozer surplus (Allen, Cheatwood and Braxton voted against this agenda item).
Adopt Ordinance 018-2024 to post a speed limit of 25 miles per hour on Sunk Hill Road excluding when you reach 500 yards from 613 Sunk Hill Road from both sides the speed drops to 15 miles per hour.
VOTED DOWN: Adopt Ordinance 019-2024 an Ordinance adopting the budget for the fiscal year beginning January 1, 2025, and ending December 31, 2025, and for Capital Budgets, and making appropriations for each department, project, and account (Allen, Cheatwood and Braxton voted against this agenda item)
Adopt Ordinance 020-2024-Lease of Transfer Station that is to begin 09/03/2024 and expires on 06/30/2025. During this lease, all other terms and conditions contained in the lease signed September 24, 2019 (WC) and October 4, 2019 (NPG) will remain in force and effect, unless cancelled by the Parish of Natchitoches.
Introduce Ordinance 021-2024 to remove from the Natchitoches Parish Road system the east end portion of Cypress Lane that ends at Highway 484 in Natchez and will abandon its maintenance of this section of the road. This section of road has no residences and consists of farmland, agreement with the removal of this portion of the road from the Parish Road system. All abutting landowners are in Council to Adopt Ordinance 022-2024 of a budget amendment for the General Fund and the Sales Tax Fund.
Adopt Ordinance 023-1-2024 Ordinance to amend Ordinance 018-1 adopted on September 18, 2023, to modify the boundaries of Economic Development District I, Parish of Natchitoches; and providing for other matters in connection therewith.
Adopt Ordinance 023-2-2024 Ordinance to amend Ordinance 018-2 adopted on September 18, 2023, to modify the boundaries of Economic Development District II, Parish of Natchitoches; and providing for other matters in connection therewith.
Adopt Ordinance 023-3-2024 Ordinance to amend Ordinance 018-3 adopted on September 18, 2023, to modify the boundaries of Economic Development District III, Parish of Natchitoches; and providing for other matters in connection therewith.
Council to Adopt Ordinance 023-4-2024 Ordinance to amend Ordinance 018-4 adopted on September 18, 2023, to modify the boundaries of Economic Development District IV, Parish of Natchitoches; and providing for other matters in connection therewith.
Resolutions:
Adopt Resolution-037-2024 to apply and participate in the State of LA 2023 Community Development Block Grant Program that establishes procedures to ensure adequate Citizen Participation with the program.
Adopt Resolution-038-2024 Procurement Policy to apply and participate in the State of LA 2023 Community Development Block Grant Program that establishes procedures to ensure uniform procedures in compliance with 0MB Circular A-102.
Adopt Resolution-039-2024 of the Natchitoches Parish Council conferring signature authority for the Natchitoches Parish resurfacing of Goldonna Road, 50-J35-24-01.
