The ad hoc Advisory Commission on Parish Roads will take a bus tour of roads around the Parish on Wednesday, May 27, 2015. The bus will leave from 2210 Hwy. 1 in Campti at 9:00 a.m. If you are interested in attending, please plan to be at the place of departure no later than 8:45.

The Commission has rescheduled its meeting originally scheduled for May 21st and will instead meet on Thursday, May 28, 2015 at 5:00 p.m. The meeting will be held in Room 211 on the 2nd floor of the Parish Courthouse, located at 200 Church St, Natchitoches. Both the road tour and the meeting are open to the public.

Natchitoches Parish Sheriff’s Deputies have arrested a Goldonna man near Melrose wanted by Winn Parish deputies according to the Natchitoches Parish Sheriff’s Office.

On Sunday evening May 10th at approximately 7:50pm, Deputies assigned to the NPSO Patrol Division responded to reports of a male sitting on the bridge railing on La. Hwy 493 at Melrose, La.  Deputies responded to the area but was unable to locate anyone near the bridge.  Deputies continued checking the area, locating the individual identified as Emory Allen Admire, 31, of Goldonna near the intersections of La. Hwy 493 and La. Hwy 119.

A local warrants check revealed that Admire was wanted by Winn Parish Deputies for 1-count of Failure to Appear on Simple Burglary since November of 2013.

Admire was transported and booked into the Natchitoches Detention Center charged with Failure to Appear in Winn Parish.

He is expected to be transferred to Winn Parish at a later date and time.

Admire has a prior criminal history.

Deputies ask that if you see suspicious activity in your community to contact the NPSO at 318-352-6432.

The Louisiana Department of Transportation and Development (DOTD), advises the public that Bridge Numbers 455-06-1770-1 and 455-06-1770-2 will be reduced to one lane for Bridge Inspection from 9:00 AM until 4:00 PM on Wednesday, May 20, 2015. These structures are on I-49 over Kisatchie Bayou and are located at logmile 17.70. Bridges are located 7.29 miles north of the LA 119 Interchange and 1.33 miles south of the LA 120 Interchange.

NPJ has received many questions and complaints today regarding “Brown Water” coming from the City of Natchitoches water service in the area around the Frog Pond Apartments.  NPJ has spoken with the Water Department and they are aware of the complaints and have dispatched a crew to the area.

On Saturday afternoon at approximately 6:00pm, Deputies assigned to the NPSO Patrol Division responded to a reported large alligator in a field owned by Churchman Farms near La. Hwy 1 just north of Cloutierville, La.

A licensed nuisance alligator hunter also responded to the scene taking possession of the eleven foot alligator.

I was born here 65 years ago. My family has been in the Parish since the turn of the century, so my roots run pretty deep. The old home place between Robeline and Marthaville will be in its seventh generation soon. I have an 85-year-old mother that lives down one of the multitude of loops that run through rural Natchitoches Parish and that’s why I am here, to help her take care of the place and to take care of her. I left here in 1969 because if you didn’t cut pulpwood, catch or raise chickens, or work offshore there was nothing for a gangly ol’ teenager to do to raise a family. One thing I have been painfully aware of was how much different the roads became after one crossed a state line. It didn’t matter really in which direction. Roads have always seemed to be secondary to the “powers that be” in Louisiana for some unknown reason. Over the course of years of monthly visits back to the old place and to visit Mom the gradual decline of those roads was noticed.

In those old days, one could go and pay a personal visit with their police juryman, visit a while and ask the proverbial “How’s your Mom and them?” Sometimes your road got graded, sometimes not, but you never really knew why. As a kid growing up, I would travel ALL of the countless miles (now I know that there are almost 900 of them) to visit friends and relatives. One couldn’t help but notice that in some places the roads were really great and in others it would look like there hadn’t been a maintainer down them in years. It wasn’t until I grew up and started learning the art of “negotiating” that I discovered why.

When I came back here to help with Mom I started asking questions about why the roads were so bad. I couldn’t even go down some of the old roads I used to. I asked around and was told we didn’t have a police juryman any more. We had a new form of parish government called a Home Rule Charter. Well, this old country boy knew nothing of a Home Rule so I decided to do some investigation into this thing. I’m retired now so I’ve got a little more time and the more that I uncovered, the more I wanted to learn. It’s amazing how much one can learn in today’s computer age. I discovered that the Minutes to all the meetings are now online, so all I had to do is pull them up and read to see what was going on in my Parish. I wanted to find out what was being done about fixing some of these (sometimes impassable) roads. It was during this time that my attention was brought to a website on Facebook called “Fix the Natchitoches Parish Roads” where members were posting pictures of their road conditions and how horrible they were. The pictures were staggering. There was no gravel, no ditches, and trees growing where there was a ditch at one time. Folks were saying that their mail carriers were refusing to come to their house so they had to go to the post office to get their mail. These roads were in horrible condition. I thought to myself, “self, this is unacceptable. You need to look even further.” Why hasn’t this new Home Rule Charter done something about this? Well, investigate I did. I mentioned reading the Minutes earlier, so read I did. I learned that indeed there were things that were put before the Council that could have brought some much-needed revenue into the Parish coffers. Reallocating the LGAP funds that would have otherwise been returned to the State was one way. The DOTD Right Sizing program was another approach that would have immediately put money into the road fund but the Council voted not to participate. The obvious question in my mind is why?? In a Parish where road funds are extremely hard to come by why would three of five council members choose to say no? It boggles this old country boy’s mind.

I’m not one to throw around “Atta Boys,” but the HRC did propose a budget and for the first time in many years stayed within that budget. That alone is worth a hearty pat on the back and “job well done.” But, in my mind, the job isn’t done yet. The Parish roads are still sickening. With the help of this aforementioned website and its membership, though, these conditions have been put before the Parish President/Council and they have been put on notice that the pressure will only get greater until some steps are taken. At the last Council meeting the President, Mr. Nowlin, announced the formation of an ad hoc committee solely dedicated to finding new, unimpeachable sources of revenue for the road fund.  I believe that they deserve all the help and respect they can get from all of us country folks out here.  It’s time to put personal things aside and focus on what we can do individually, as well as collectively, to get behind these folks and find some money so that we can have decent roads out here in the Parish.

Natchitoches Parish Sheriff’s Deputies have arrested a Natchitoches woman in connection with her alleged involvement
with the Thursday afternoon runaway of a Natchitoches teenager according to the Natchitoches Parish Sheriff’s
Office.

Earlier this morning at approximately 12:03am, Deputies assigned to the NPSO Patrol Division initiated a traffic
stop on La. Hwy 6 West near Interstate 49 in Natchitoches.

As a result of the traffic stop and investigation, deputies located the runaway.

Deputies also arrested the driver of the vehicle identified as Victoria Shaye Simmons, 18, of the 100 block of La.
Hwy 117, Hagewood, La. and booked her into the Natchitoches Parish Detention Center charged with Criminal Mischief.

Simmons bonded out of the detention center on Friday morning.

Elizabeth Ann Guilliams Swafford of Natchitoches, LA went to be with the Lord on Friday, May 8, 2015. A Celebration of Life for Libby will be held on Tuesday, May 12, at the First Baptist Church of Natchitoches. Visitation in the church sanctuary will begin at 9 a.m. with service following at 11 a.m. Interment will be at Memory Lawn Cemetery.

Libby was born January 21, l952, to the late Johnny Hilton Guilliams and Sammie Land Guilliams in Natchitoches. Libby is survived by her husband of forty-four years, Mark Cooper Swafford, Sr., her daughter LeAnne Elizabeth Swafford Cade and husband Dr. James Coleman Cade, Jr. of Natchitoches, her son, Mark Cooper Swafford, Jr. of Oakdale, her grandchildren, Coleman Wyatt Cade and Keely Anne Cade, and her sisters Rhonda Guilliams Ross and husband Roger Ross of Campti and Martha Guilliams Alford and husband Kenny Alford of Natchitoches. Extended family members include Anna Swafford Bernard and husband Henry H. Bernard Jr. of Baton Rouge, John Swafford and wife Marcia Tynes Swafford of Manitou Springs, Colorado, Melissa Swafford Ward and husband Dr. Mark B. Ward of Natchitoches and numerous nieces, nephews and cousins.

The three most important things to Libby were her deep faith in the Lord, her family and her friends. She was a devout Christian and shared her faith daily with others knowing that the Lord was the light and salvation of all. She had a genuine interest in others and always inquired about them and their families. If need was indicated, Libby included them in her daily prayers and devotionals. Libby was an active member of the First Baptist Church of Natchitoches and the Spirit Seekers Sunday school class. She was a graduate of Northwestern State University and taught elementary grades for seven years for the Natchitoches Parish School Board and was director of the First Baptist Church Pre-school program for four years. Libby and Mark owned and operated Swafford Farms and she was involved in the Louisiana Farm Bureau’s Women’s Leadership Committee activities at the parish and state levels. She was the owner of Bayou Antiques and, with Mark, of Swafford Trailer Sales.

Libby delighted in time spent with her family at the beach – their “special” place every summer. To her beloved grandchildren, Coleman and Keely, she was “BB”. She loved reading to and playing with them and attending all of their school and play activities. “Grandchildren time” spent on the farm with BB and Pop Pop was special to her. Libby also loved antiquing, shopping and lunching with her Lunch Bunch friends and visiting with family and friends while sharing a cold Coke or coffee and anything chocolate.

Pallbearers for the service will be her brothers-in-law Roger Ross, Kenny Alford, Henry Bernard, John Swafford and Dr. Mark Ward and her cousin Dr. Michael Land. Honorary Pallbearers will be members of the Spirit Seekers Sunday school class and her friends in the Lunch Bunch group.

The family would like to acknowledge and give special thanks to Libby’s Lunch Bunch friends, the Spirit Seekers Sunday school class, the members of the First Baptist Church, neighbors, Doctors Maxwell McDonald, Destin Black and Robert Hernandez, and the nurses and staff of the Willis Knighton Cancer Center for their prayers, support, love and many acts of kindness toward Libby and her entire family.

In lieu of flowers, the family requests that memorials be made in Libby’s name to the First Baptist Church of Natchitoches’ Legacy Fund (508 Second Street, Natchitoches, LA 71457), the Louisiana Baptist Children’s Home (7200 Desiard St., Monroe, LA 71203) or a charity of choice.

The first meeting of the Road Advisory Committee on Natchitoches Parish roads was held on May 7, 2015 at 5PM in the Parish Council Meeting room on the 2nd floor of the Natchitoches Parish Courthouse.  The meeting was open to the public.  Each member of the Committee was introduced, the meeting was called to order and Roger Williams, Chair, assigned research tasks to the members.   The next scheduled meeting will take place at 5PM on May 21, 2015 in the Parish Council Meeting room.  Mr. Nolwin, Parish President and Nick Verret were there and spoke to the committee.  No public questions were take at this preliminary meeting, however, the Chair said that all future meeting will have a Q&A section from the public.

When I do watch television, my selections are the fix up the house station or the old television shows station. The fix up the house station has cost me money. They will show an improvement made in a home in thirty minutes and I think, “I can do that.” What they didn’t show were all the mistakes that had to be fixed by real contractors and edited out of the show. The show’s hosts can remodel a bathroom in the length of the show. Projects involving plumbing are much more time consuming.

The old television show channel is appealing because I have seen all of the shows before. If the clock reads 11:20 p.m., Perry Mason is about to solve the murder mystery. Perry always drives the guilty party to confess at 11:23 p.m. I watch the episodes long enough to remember “who did this crime.” I also drive my bride crazy because there was one set used in multiple episodes for “rich people.” I’m always pointing out the “rich person’s” house set. There are characters that appear in every episode as spectators in the courtroom. They also appear in crowd scenes. I have not started pointing them out to her. I’m going to aggravate her by continuing to note the “rich person’s house” set.

Enough nostalgia, most of the commercials on the oldies stations have to do with drugs. Drug companies have rightly assumed that only the more mature folks watch these nostalgic television stations. We more mature people will grow even more mature because of the miracles of pharmaceuticals. The drug companies advertise heavily especially at night. I’m not sure what these new drugs do, but I do know about their side-effects. In truth, the articulation of side effects takes longer than the part of the ad touting the efficacy of the drug.

Ironically, the next most frequent kind of commercial at night is aimed at people who have taken certain drugs. These are ads by law firms informing folks that if they have been hurt or have experienced ill side effects there might be a legal remedy. The hilarious part of these ads is the copy was written by an ad agency that was not paying attention. I have actually heard the line, “if you have taken this medicine and suffered ill side effect a, b, and c or if you have died call us today.” Obviously they meant if your loved one died, but they don’t say it. “If you have died call us.” I have written down that number. I want to call and ask how many dead people have called.

This vehicle called language can amuse us, embarrass us or get us out of and into trouble. I had a preacher friend who would admonish his congregation to pray for all those “sick in the bulletin.” Now if you have ever had a case of “in the bulletin” you know that the only hope is prayer. There was a music director who would instruct us to “turnover in your hymnal.” Turnover, I can’t even get into a hymnal. Ok, I will confess two things I should not. I can tell when someone is about to pray that they will likely use the name of God several times in their prayer. If they start and end their first sentence by invoking the name of God, I start counting. I count the number of “God, Lord, Lord God, Lord Jesus, Father, Father God, Savior, Jesus, Merciful God,” used in their prayer. I think you only have to address God once, He knows who He is. These folks also tend to use the word “just” many times in the same prayer. I listened to a guy who insisted on praying in public. In one prayer he said the name for God twenty one times and “just” thirty three in the same short prayer! (I was counting the names of God, I had a buddy counting the “justs.”) Jesus said something about “heaping up empty phrases” in prayer, over using the name of God and saying “just” before every request qualify as empty phrases. Those of you praying in public need to watch it.

I have verbal ticks too. I am in a program in which my sermons are evaluated by a speech therapist at Duke Divinity School and by a group of my peers. I am very aware of my verbal stalls, ticks and other bad habits. Mine are on the Internet for the entire world to see and hear.

Words have the power to heal or hurt. If we are not careful, words can cause all manner of trouble.

Jesus is the Word made flesh. God’s love was clearly spoken in and through Jesus.

That is a Word we all need to experience.

A service to honor the life of Mr. James E. Watkins, Sr. will be 3 pm Saturday, May 9, 2015 in the chapel of Blanchard St. Denis Funeral Home. Burial will follow at Fern Park Cemetery of Natchitoches. The family will receive friends from 9 am until service time on the 9th at Blanchard St. Denis Funeral Home.

Mr. James Watkins, Sr., 88 years of age and a resident of Oak Grove Community, passed away May 6th at his home. He was born in Birmingham, AL on the 21st of April 1927. He married Vera May Mason and together they raised 3 sons and 1 daughter, James Watkins, Jr., Bruce Watkins, Richard Watkins and Katherine Watkins Alexander. Mr. Watkins was a very hard working man, a welder by trade, also general construction and later a general contractor in the New Orleans area.

Survivors are one sister, Miss Rose Whitlock of Lake Charles, LA; son, Richard Allen Watkins; daughter, Katherine Ann Watkins; daughters in law, Brenda Watkins and Juanita Watkins; and a son in law, Mark Alexander. He was blessed with many grandchildren, great grandchildren and great-great grandchildren. He will be greatly missed by all who loved him.

A Mass of Christian Burial for Christelle Salard will be at 3 pm Thursday, May 7, 2015 at St. John the Baptist Catholic Church in Cloutierville, LA with Father Kenneth Obiekwe serving as celebrant. Burial will follow at Emmanuel Cemetery in Chopin, LA. The family will receive friends from 10 am until 2 pm at Blanchard St. Denis Funeral Home on Thursday, May 7, 2015. Recitation of the Holy Rosary will be at 11:30 am on Thursday, May 7th in the funeral home chapel.

Christelle Salard, 70 years of age, passed away Tuesday, May 5, 2015 in Natchitoches. She was born December 20, 1944 to Joseph Pierre Salard and Grace (Antee) Salard in Pineville, LA.

The family would like to extend their sincere “thanks” to the staff of Natchitoches Community Care and to Hospice of Natchitoches for the care of Christelle during such a difficult time.

Natchitoches Parish Sheriff’s Deputies, Louisiana State Police, Campti Police, Natchitoches Regional Medical Center EMS,and Natchitoches Fire District #9 Rescue
responded to a three-vehicle injury crash on La. Hwy 9 near Campti, La. on Wednesday morning at approximately 10:35am.

Five people were transported from the scene by EMS to Natchitoches Regional Medical Center with what is believed to be non-life threatening injuries.

Three vehicles involved were a 2003 Ford Crown Victoria, 2014 Chevrolet Silverado, and 2014 Chevrolet Cruze.

The driver of the 2003 Ford was cited for No Drivers License and No Vehicle Compulsary Insurance.

The driver of the 2014 Chevrolet Cruze was cited for Careless Operation of a Vehicle.

The crash is being investigated by Campti Police since it occurred within the city limits of Campti.

Natchitoches Water System PWS ID# 1069007 Natchitoches Parish, Louisiana

Oak Grove Area within the Natchitoches Water Works #1 Distribution System is experiencing low pressure problems with the water supply system. This drop in system pressure below 15 pounds has been caused by repair efforts to the service lines.
Because of this drop in system pressure, the water within our water distribution system is of questionable microbiological quality.
Therefore, as a precaution, the Water Works #1 Distribution System is issuing a BOIL ADVISORY effective immediately for Oak Grove Area only.  This BOIL ADVISORY is to remain in effect until rescinded by the Water System.
It is recommended that all consumers along Johnson Chute Road, Sisson Road, Paul Jordan Road, Posey Road, and La. Hwy 3191 from Smith Garage Road to La. Hwy 1 North, La. Hwy 504 and all roads leading off from it in an area between La..Hwy 3191 and the Bridge @ Sibley Lake disinfect their water before consuming it (including fountain drinks), making ice, brushing teeth, or using it for food preparation or rinsing of foods by the following means:
Boil water for one (1) full minute in a clean container.  The one minute starts after the water has been brought to a rolling boil.  (The flat taste can be eliminated by shaking the water in a clean bottle or pouring it from one clean container to another, or by adding a pinch of salt to each quart of water that is boiled.)
Again, please be sure to disinfect your own water prior to consumption until you have been advised otherwise.
Guidelines for food service establishments are attached.
Upon notification from the Office of Public Health’s State Regional Laboratory that the samples collected from our water supply have been found to be safe, the State Health Department will notify the water supply of the sample results.  Upon such notification, the Water System will then rescind the Boil Advisory and notify its customers that the water has been found to be safe.

The photo shows a counterfeit $100.00 bill that was passed at a local restaurant in Many, Louisiana on Tuesday, May 5, 2015. After examining the bill, it was clear that the bill did not have the color shifting ink on the numerals.

Modern bills are imprinted with overt (or visible) security features that help identify counterfeit money. The most prominent is the color shifting ink used on bills produced after 2006. To identify the color shifting ink look at the lower-right hand corner of the bill’s face. Notice the printed numeral and tilt the bill back and forth. Depending on the angle at which you view the bill the color will shift from grey to green and back again. This is the first step in identifying fake money. Color shifting ink is very difficult to replicate and usually cannot be done on a laser printer.

The Cane River region has a rich tradition of live musical performance. The community was once home to numerous juke joints and dance halls, where farmworkers could enjoy an evening of live Creole music, blues, jazz or early rock and roll. In honor of this tradition Cane River Creole National Historical Park will be hosting the 6th Annual Cane River Music Festival at Oakland Plantation on May 9. This event is free to the public.
