Parish Council elects new officers

The Natchitoches Parish Council elected William Allen as the Chairman and Jim Kilcoyne as the Vice-Chairman for 2023 at its Jan. 17 meeting. 

In other business, the Council tabled the introduction of Ordinance 002-2023 to change Catholic Lane to Primrose Lane between 480 LA 1225 Natchitoches and 3602 LA 1226 Natchitoches.

Two agenda items weren’t passed by the Council. One was a resolution to allow a Summer Youth Program for youth in the parish to have a summer job when school is out to help them learn the value of working and earning with two different six-week sessions at $10 an hour. One youth from each Council member’s district would be selected for each session, for a total of 10 summer job positions.

Council member Jim Kilcoyne abstained from voting while Marty Cheatwood and William Allen voted against the item.

The second agenda item would have authorized the Parish President to submit a late State Capital Outlay funding request for the hard surfacing of Five Forks Road from its junction with State Highway 1265 to St. Matthew Baptist Church, with total estimated cost of $561,668 including planning and contingencies. The parish match requirement was $140,417.

Council members Kilcoyne and Cheatwood abstained from voting and Allen voted against the item.

Other agenda items included:

Appoint Michael Sesvold and re-appoint Ronald Payne to the Natchitoches Parish Planning Commission.

First Introduction of proposed Ordinances:

Ordinance 001-2023 to amend Article IX Section 9-09 (B) of the Natchitoches Home Rule Charter to reapportion and define the boundaries of the five (5) Single-member Council Districts in accordance with the 2020 US Census.

Ordinance 002-2023 to remove part of Jim Rivers Road from the Parish Road System (650 feet of road). 

Ordinance 004-2023 to affect a zoning change from an Industrial-Agricultural (I-A) District to an Industrial-Agricultural (I-A) District with a special exception for a cell tower on approximately 160-acre tracts (parcel # 0095033200A & 0090033200) with a variance for relief from the setback from the western property line to 211 feet. The property is in Sections 79, 82, & 85, Township 8 North, Range 7 West with no physical address, as shown on the Survey attached hereto, approved by the Parish Planning Commission on December 05, 2022.

Action on Proposed Ordinance:

Ordinance 028-2022 to affect a zoning change from an Industrial-Agricultural (I-A) District to an Industrial-Agricultural (I-A) District with a special exception for a cell tower on a 1.00-acre tract, three (3) guy wire servitudes (0.13 acres each), and an ingress/egress & utility access divided from an approximately 37-acre parent tract (parcel # 0080006400A) . The property is in Section 26, Township /5 North, Range 7 West with a physical address of 4878 pHighway 118, Provencal, IA 71468, as shown on the Survey attached hereto, approved by the Parish Planning Commission on December 05, 2022.


Approve the amended 2022 Budget and the Proposed 2023 Budget for the operations of the North Louisiana Criminalistics Laboratory Commission.

Authorizing the Parish President to submit a late State Capital Outlay funding request in a merging lane and turning lane on Collins Road off of Hwy. 6. This project is estimated to cost around $200,000 (Parish match would be $50,000). It would create a left turn lane for Westbound traffic turning onto Collins Road. DOTD also has plans to turn Hwy. 6 into a four-lane highway from Hagewood to I-49. Some land parcels have been purchased for the project for right-of-ways, but there’s still more work to be done before the project starts. 

Council to approve the attached Resolutions with the Office of Community Development for the East Natchitoches Drainage Improvement Project and authorize the Parish President to execute and to sign all the necessary documents.

Other Agenda Items:

Enter and sign all necessary documents for an Interagency Cooperative Endeavor Agreement between the State of Louisiana through the Department of Transportation and Development and the Parish of Natchitoches. This is for the parish to receive around 8-12 old concrete barriers for free. It’s now required that concrete barriers be used (instead of wooden/plastic ones) to block off roads or bridges when work is being done on them. 

Before the meeting adjourned, Parish President John Richmond discussed mineral rights under parish owned roadways with Council members. He said that as more fracking increases, the parish owns roads with leases crossing over them and, while it won’t work in every place and even if it’s a small amount of money, he hates to give away mineral rights for the parish.
