Letter to the Editor: Library Tax Rededication Bad Idea

Natchitoches Parish Citizens:

Do parish roads need repair? Absolutely. Should we divert money from the current library tax millage to do so? Absolutely not. Creating another problem while only putting a small band-aid on road funding is not the answer. 

While it is true that the library is currently well funded with millions in reserve, that money is not surplus or unneeded. The library administration prudently saved this money for future needs including a new schoolmobile and two new library branches planned in western and southern Natchitoches Parish. The reserve funds will quickly be spent once the planned projects are underway. I applaud the Library Board for their foresight in using their current millage to save for these items rather than approach the voters for another tax.

If the current millage for the library is cut in half, as proposed, with half going to the library and half diverted to the parish for roads, the library may survive by using those reserves to supplement operating expenses for a few years, but only by making sharp cuts. After the reserves are exhausted, what then? The library has already announced the closure of the new Campti branch and proposed reduced services at the main branch if this proposition passes. These are not empty threats but necessary emergency steps to again act prudently with the funds that would be available. Those who suggest that the library could operate as they do today are mistaken.

There is no need to go into detail about all the great services the library provides. If you want more information, visit the library’s website and Facebook page and look at the extensive list of activities and services to help jobseekers, students, the elderly, and just for free enjoyment.

What about the road situation? I travel on parish roads and I agree they are a disgrace. Unfortunately, the approximately $1.5 million a year that would be diverted from the library millage would be enough to pave about 5 miles of road. This is a drop in the bucket that would hardly address this dire situation. There was also no plan put forward by the Parish Council for how the library money would be used. Contrast that with the library’s long-range capital outlay plan for their funds.

I have always supported a dedicated road tax to repair roads. I don’t like paying more in taxes, but I’m willing to do my part to solve that situation in a responsible manner and raise enough money to make a difference.

Please consider voting NO on the library millage rededication on the April 29 ballot. Early voting starts Saturday.
