
The Natchitoches Parish Council held a brief meeting on Dec. 18. A few items on the agenda were tabled so the newly elected Parish President and incoming Council members could deal with it themselves.
Agenda:
Appoint Justin French to the Natchitoches Parish Tourist Commission.
Re-appoint Shawn Hall to the Natchitoches Parish Fire District 7 Board.
First Introduction of proposed Ordinances:
A. Introduce Ordinance-025-2023 to affect a zoning amendment of an approximately 16-acre tract (parcel# 0010003500A) for Industrial-2 I-2) special exception to allow the placement of a new cell tower. The property is in Section 4, Township 9 North, Range 7 West with a physical address of 2039 Highway 6, Natchitoches, LA 71457 (Highway 6 East by Payne Subdivision), as shown on the Survey attached hereto, approved by the Parish Planning Commission on December 04, 2023.
B. Introduce Ordinance 026-2023 to affect a zoning amendment of an approximately 5-acre tract (parcel# 0020136490) for Industrial-Agriculture (I-A) special exception to allow the placement of a new cell tower. (In Readhimer) The property is in Section 17, Township 13 North, Range 6 West with the physical address of 2627 Government Road, Saline, LA 71070, as shown on the Survey attached hereto, approved by the Parish Planning Commission on December 04, 2023.
Action on Proposed Ordinances:
A. Adopt Ordinance 024-2023 to Authorize an act of sale by the Parish of Natchitoches to sell certain adjudicated properties (PARCELS 9010152800A & 9095003400) by public auction; and, further providing with respect thereto.
Resolutions A-D:
Adopt RESOLUTION-057-2023 LEVYING AN ADDITIONAL SALES AND USE TAX OF ONE PERCENT (1%) AND AN ADDITIONAL HOTEL OCCUPANCY TAX OF TWO PERCENT (2%) IN THE ECONOMIC DEVELOPMENT DISTRICT I, Ii, iii, and iv PARISH OF NATCHITOCHES, STATE OF LOUISIANA (THE “DISTRICT”); DESIGNATING, PLEDGING AND DEDICATING THE FULL AMOUNT OF SUCH NEWLY LEVIED ADDITIONAL SALES AND USE TAX AND HOTEL OCCUPANCY TAX, WHICH WILL BE USED TO FINANCE ECONOMIC DEVELOPMENT PROJECTS IN THE DISTRICT IN ACCORDANCE WITH AND AS AUTHORIZED BY PART II, CHAPTER 27, TITLE 33 OF THE LOUISIANA REVISED STATUTES OF 1950, AS AMENDED; AND PROVIDING FOR OTHER MATTERS IN CONNECTION WITH THE FOREGOING.

A. TABLED: Approve amending the service agreement with the Institute for Building Technology and Safety (IBTS) to provide the inspections for the Jurisdiction to enforce the Parish’s Property Maintenance and violation ordinance(s). IBTS Property Maintenance Inspectors and Certified Building Officials will conduct the inspections, as authorized by the Jurisdiction, and provide the inspection results, along with any required documented evidence and or pictures as necessary to identify the violation(s)clearly and effectively. Whereas IBTS will inspect only the desired complaint type that the jurisdiction wishes to write up as a violation. If the jurisdiction wishes to file multiple complaints a fee will be charged that coincides with the complaint filed. For example, If an Unsafe Residential Building is the complaint but the jurisdiction wishes also to include a complaint for Rubbish and a Junk Vehicle then each category will have a separate fee.
B. Approve changing the date of January 15, 2024 to January 22, 2024 meeting date for the observance of Dr. Martin Luther King, Jr. Day.
C. Approve changing the date of February 19, 2024 to February 20, 2024 meeting date for the observance of Presidents’ Day.
