The Natchitoches Police Department has arrested Richard Black (W/M, 68 y.o.a. of Natchitoches) for twenty counts of Unlawful Presence of a Sex Offender.

Officers with the Natchitoches Police Department were notified by Natchitoches Parish Library staff that Richard Black, a Tier 3 Sex Offender, entered the library on Aug. 4 around 10 am and began to use a computer in the lab. Richard Black was asked by library staff to leave the property due to his status as a sex offender.

Officers and Investigators were able to determine that Richard Black entered the library twenty times over a two-year period.

Richard Black was arrested without incident and was transported to a hospital in Shreveport after suffering from a medical condition.

Unlawful Presence of a Sex Offender states that the offender cannot enter or be on public library property or loiter within one thousand feet. This crime is a felony and the offender can be fined up to $1,000.00, imprisoned for not more than one year, or both.
