Public Hearing

Mayor Posey explained Resolution No. 006 of 2016 for the re-direction of the Water and Sewer Sales Tax for streets, drainage, water line replacement and recreation improvements. Posey stressed that the resolution would not create any new taxes but rededicate a portion of an existing tax. He said that he talked with Utilities Director Bryan Wimberly and they are confident that even with the rededication that they will have more than enough money to fix problems, upkeep the system and finish projects. He stated that if the resolution passes April 9th that the City would immediately use the newly directed funds on streets. After the resolution passes then the City would look at the sport complex and other recreational improvements. The complex would be able to host baseball, softball, football and soccer tournaments. Posey said that he spoke with multiple hotels and that tournaments are one of the main things that fill hotels. He spoke to how the complex would be good for economic growth of Natchitoches. He also spoke of plans for a 200 acre park with pavilions, manmade lakes, walking trails and bike paths. He said this park would be able to host bike tournaments providing another way to bring revenue to the City. He also mentioned the newly directed funds would be used to improve parks on Martin Luther King Junior Drive. Saying all ages of kids would benefit from the additional and improved recreation areas.

Pre-Council Meeting

Rand Metoyer addressed the Council about Planning and Zoning Ordinance #007. Metoyer explained that he is trying to fix up the neighborhood that the property on Carver Street belongs to. He said that he has already built one duplex and is working on other properties in the neighborhood.

“It has been nice seeing the neighbors fix up their houses,” said Metoyer. Alluding that the improvements he has and plans to make provides incentive for the whole neighborhood to improve. His talk of the neighborhood coming together was backed by a fairly large showing of neighborhood residents at the meeting. He requested to withdraw the current ordinance requesting to change the zoning classification from R-1 to R-2 to construct a duplex. The Planning and Zoning committee, the City Council and some of the residents of the neighborhood were against a duplex being built there. On the other hand, everyone is for improving the neighborhood. Metoyer took this into consideration and decided to submit a new request for a variance splitting the current property into two plots and constructing a new single family home instead. Everyone seemed to be onboard with the new plan. Metoyer will submit the new request to planning and zoning.
