Over the past year there have been numerous expressions of support from friends and organizations across the state encouraging me to consider the 2019 Senate race.

I am most certainly honored for their confidence and trust. My past service as a State Representative and currently as Parish President has provided me with valuable experience in Baton Rouge and in local government.

As the first president of Natchitoches Parish under the new Home Rule Charter government, we have made significant progress in many areas. In campaigning for this office, I made a commitment to the people of Natchitoches to dedicate myself to the task of establishing the new government, improving its services to the maximum extent possible and bring accountability, transparency and professional business management to local government. While much progress has been made, there is still important work to be done.

Through prayer and careful consideration with my wife, Mary Ann, and our family, I will continue my commitment to the people of Natchitoches who deserve a dedicated full-time Parish President.

I am confident that there will be others who will step forward and offer themselves as candidates for the senate position. I encourage all voters to observe and evaluate all candidates and make their voting choices based upon their respective qualifications and experience, and how well they would serve the public interest, both locally and on a state level.

  1. For those of you hoping Rick Nowlin leaves the office of parish president, do you have someone in mind who would do a better job? I can’t think of anyone who could get elected that would do a better job. Certainly no one with a political history of their own.

    I support the current system of parish government over the old police jury setup. Nowlin is the first person to hold the office of parish president so there has been a lot of “un-doing” of the old inefficient way. Of course there is a LOT of politics in any form of government, which creates the inefficiencies.

    Natchitoches Parish has its problems: roads, public education, lack of economic development, etc.. a “president” can only do so much. What are YOU doing (besides just complaining) to help resolve some of these problems? It has to be a tough job. I think Rick Nowlin has done as well as anyone else could have, and he deserves at least one more term. And, I think we should all be thankful Mr. Nowlin is willing to stay on as parish president. Lord knows, he could be doing other “easier” things.

    Thank you for your dedication to our parish, Mr. Nowlin.

  2. I hope you do run for Senate or dog catcher or maybe go to Tibet and become a monk. Our roads are deplorable and you do nothing about it. You can only blame the old police jury for so long, and then you have to take the responsibility yourself. Good luck and farewell.

  3. Rick Nowlin is an excellent leader because he is an excellent man. He has performed his duties as Parish President for the benefit of the citizens while many the council members have made a show of high-jacking those meetings as well as his agenda, and to what end? Power corrupts and a desire for power serves no one. You want to complain about roads? Several tax initiatives have been ballotted for that purpose. Did you vote f o r them? Most people didn’t. What a small investment could have be made in which everyone would pay a small portion by voting for, not against, those tax measures for the maintenance of roads.

    The parish council will devolve back into what it previously was without Rick unless someone else with a selfless attitude steps forward, so who would choose?

    I’ll support Rick for the district 31 Senate seat because he will serve us well, so long as he doesn’t get gerrymandered out that seat too. So consider your chooses carefully, our parish depends on it.

    • Walt, I agree with you. Rick has done his best while 3 others on the Parish Commission have done everything in their power to disrupt, obsfucate and stymie any progress in the forlorn hope of returning to the old corrupt Police Jury system. Others in the Parish do nothing but complain about the roads. THERE IS LITTLE OR NO MONEY FOR ROADS. There is no money coming from Washington or the State of Louisiana. We must pay for the roads ourself if we want better roads. End of story.

  4. You loons that think Nowlin is the problem have a very short memory on how dysfunctional and corrupt the old police jury system was. Before it’s over the citizens of Natchitoches will look back on this time as the good old days of honest and functional government. You know why there is no money for roads in the Parrish, you have two million dollar a year plus Cane River Waterway Commission, a two Million dollar plus library system, a million dollar plus Ambulance service and a myriad of other governmental programs and NGO’s that all require lots of tax dollars to operate. You also have most of the people that live outside the city limits supporting the city coffers with their sale tax dollars. So keep on keeping on because the City and Parrish will soon be run by incompetent loons.

  5. I notice he said he made a commitment to Natchitoches. He didn’t say Natchitoches Parish but we already knew that since nothing much gets done outside the city limits.

  6. I sure was hoping he would leave and be gone. He and his crew have done nothing but draw a nice fat paycheck and allow the roads to further deteriorate. I will be glad when he’s gone one way or the other.

  8. Politicians are all the same,so it doesn’t matter if he is in Baton Rouge
    or this beat up parish nothing will get done.

  9. so does this mean parish roads still won’t be fixed anytime
    soon ? keep swerving out there people on west hwy 6,spanish lake,
    Marthaville.I will be damned if I tear my front end up on a pot hole.

  10. I got excited thinking he was resigning. Looks like we’re stuck with this “typical politician” till we can vote him out. Remember people vote NO for NOwlin
