
TO THE CITIZENS OF NATCHITOCHES PARISH:
Over the past 6 years I have had the honor and privilege of serving as your Parish President. The opportunity to serve you during the early years of our new Home Rule Charter form of government is one I sincerely cherish. Together, we have made a great start in our effort to bring about real improvements in our beloved Parish.
Your Parish government under the Home Rule Charter has accomplished so much in such a short period of time. Working together with our partners in the public and private sectors, we have advanced the state of local government far beyond its previous condition. Our hard-working and dedicated employees and many of you have contributed to this effort.
The purpose of this press release is to let you know that I will not be a candidate for reelection as your President in the election this fall. This decision was not taken lightly and, even though much has been accomplished, there are still goals that we need to pursue. The new beginning that we have made has positioned the Parish for even greater progress in the future if we will only stay the course.
The decision to not be a candidate for reelection is based upon a number of personal factors that would not allow me to devote the time and energy the Parish deserves in its President. Make no mistake about it, my heart is still very much wrapped in a desire to serve the public. Unfortunately, one must listen to one’s head as much as one’s heart. My head tells me that it is time for me to hand the reigns of leadership to someone else.
To my many friends and associates who have encouraged me to serve another term, I want you to know how much I appreciate your confidence in me and hope that you will respect this decision. You may be assured that I will continue to work hard on your behalf until my last day in office. Afterward, I will continue to be active in our community and to be supportive of those programs and activities that will improve our Parish.

streets will become worse then they already are .
For those that don’t have the guts to post their name & hide behind initials yet comment such filth you will answer to a much higher power one day! What cowards you are & show yourself to be. You cannot hide forever! Forgive them Lord they know not what they do!
Rick, we appreciate all you’ve done for our parish and before that as a legislator for our district. We appreciate your placing our parish on firm footing & hope your replacement can perform half as well as you. Thanks for everything and forget about the minority’s criticism of you which is mostly untrue.

Thank you for all you have done as a public servant over the years. Not just as our Parish President, but your time at the state legislature in Baton Rouge as well.

Thank you for your service under such difficult circumstances. It will be hard to find someone with professionalism to replace you.
Disappointing. But, I have no doubt Rick has his reasons. He would not abandon the parish…just because.
Now the issue becomes finding a suitable replacement. Honestly, I don’t hold out much hope finding someone with the business attributes of Mr. Nowlin. I pray we don’t end up with another self-serving “politician type.” We’ll see who throws their hat in the ring.
For now, thank you Rick for serving our parish.
Please please elect someone that will concentrate on our RURAL roads… They are in ridiculous shape… Downtown Natchitoches has been dolled up enough…. It is indeed beautiful but our rural roads are in a mess….
Downtown Natchitoches is dolled up as you say with City of Natchitoches money NOT parish money.
Over 3 million of tax money from the CRWC was used and a great deal of it was paid from parish residents! You might want to research!

A concern is where does the Mill money go to–Its their logging trucks that do 90 percent of the parish road problems–and yes alot of the
money gotten in Town is from outer city limit residents–
Rick, thanks for your service to the Parish. I’m convinced that those who might have done as well as you are not to be found in Natchitoches Parish and perhaps not in Louisiana. With very limited resources and sometimes hamstrung with a lack of support you stayed the course. And did so with exemplary professionalism. Best of luck with whatever the future holds for you.
