City Council adds two streets in Pan Am Subdivision to Phase 3 Rehabilitation Project

The City Council approved an ordinance at its meeting Monday night, Oct. 12, to award the bid for the Phase 3 Street Rehabilitation Project to Regional Construction LLC in the amount of $499,719 with a few amendments.

The Council heard concerns from residents of the Pan Am Subdivision at recent meetings regarding the poor conditions of Genti, Railroad and Hill Streets. Genti Street was already included in the original bid proposal for the project, and at the Oct. 12 meeting mayor Ronnie Williams Jr. said Railroad and Hill Streets will be added to the list. Other streets include two segments of Monroe Drive, Von Orange Lane, Summer Lane, Johnson Lane and Chinquapin Drive.

Director of Purchasing Edd Lee said the two additional streets are within the scope of the project as Regional Construction’s bid came in below the budgeted amount for the project. A second agenda item approved executing Change Order No. 1 to the contract between the City and Regional Construction for the Phase 3 Street Rehabilitation Project. The contract sum will be increased in the amount of $61,141 for a revised contract total of $560,861. The purpose of the change order is to add the rehabilitation of two adjacent streets to the scope of the work to be completed under the contract. This includes additional base and surfacing and additional drainage work for Railroad and Hill Streets.

Further, Mayor Williams added that the streets in the Pan Am Subdivision will be given priority over the other streets that are part of the rehabilitation project. Residents in the Monroe Drive area were assured by former Mayor Lee Posey back in February of 2020 that the roads in their area would be rehabbed in one year’s time after the City annexed of 275 acres of land on and around Monroe Drive into City limits.

Mayor Williams said the streets in the Pan Am Subdivision, which have been in the City limits for many years, need attention first.
