Parish Council holds teleconference meeting amidst hazardous winter weather

The Natchitoches Parish Council held a brief meeting Tuesday evening, Feb. 16, via teleconference. John Salter was voted in as Vice Chair of the Council. Chris Paige was voted in as President at the Council’s meeting in January.

The Public Works Report included an update on the bridge on Forrest Road, which is finished and has been opened back up. The bridge on Shady Grove will be worked on next, weather permitting. Work crews have also fixed the loop in Goldonna to get it passable.

There was a brief discussion about adding an item on the agenda for the March meeting about the Director of Planning and Zoning position and some changes that need to be made.

Parish President said that if the numbers for Covid cases for this week (data will be released Feb. 17) are below the 5% threshold to opt out of the Governor’s mandate, the Parish will have two consecutive weeks with low numbers. This means the Parish will allow bars (there are about a half dozen in the Parish) to open at 25% capacity.

An announcement was made that bin sites will be closed throughout the parish on Feb. 17.

Councilwoman Patsy Ward Hoover brought up the opinion that was given to the Council by the Natchitoches Parish District Attorney’s Office regarding the purchase of a front end loader. The Council was upset to find out that the piece of equipment had been purchased after they voted against it at a previous Council meeting. Hoover said she didn’t agree with the opinion that said the agenda item the Council voted on for the amended budget superseded their vote against the purchase. She said she will come before the Council next month and ask them to go before the Attorney General for an opinion.

“The Council did not put it on the agenda and I don’t want the Council to be blamed for it,” Hoover said. When asked Council Clerk Cheryl Frederick said she received an email from the Parish Treasurer to add the item to the agenda.

Approve the Introduction of Ordinance 003-2021 to effect a zoning change from an Industrial-Agriculture (I-A) District to a Business-3 (B-3) District for the purpose of establishing a gym with a restaurant and coffee shop on a 1.350-acre tract of land (parcel # 0050134700A). The property is located in Section 26, T9N, R10W, with a physical address of 10173 Highway 120 in Robeline, as shown on the Survey attached hereto, approved by the Parish Planning Commission on February 1, 2021.

Council to approve Introduction of Ordinance 004-2021 to effect a zoning change from an Industrial-Agriculture (I-A) District to a Business-3 (B-3) District for the purpose of establishing a convenience store on a 2.51-acre tract of land (parcel # 0040007600A). The property is located in Section 14, T11N, R7W, with a physical address along Highway 9 in Campti, as shown on the Survey attached hereto, approved by the Parish Planning Commission on February 1, 2021.

Council to consider Introducing Ordinance 005-2021 revision to the Natchitoches Parish Personnel Manual. (FAILED)

Council to consider adopting Ordinance 001-2021 to affect a zoning change from an Industrial-Agriculture (I-A) District to a Business-1 (B-1) District for the purpose of establishing a Cultural Center on a 3.29- acre tract of land (parcel #0040029400). The property is located in Sections 14 & 15, T10N, R6W, with a physical address of 1458 Highway 1226 in Natchitoches, as shown on the Survey attached hereto, approved by the Parish Planning Commission on January 4, 2021. (Discretion on total number of acreage 5.2 acre tract of land. David Kees said they can address the additional acreage).

Council to consider adopting Ordinance 002-2021 Establishment and Intent. Fire Prevention Bureau (sometimes hereinafter “bureau”) for Natchitoches Parish Fire Protection District 6 is hereby established. It is the intent of the Bureau to prescribe regulations consistent with the provisions provided in Louisiana R.S. 40:1563 as well as regulations consistent with nationally recognized good practice for the safeguarding to a reasonable degree of life and property from the hazards of fire and explosion arising from the storage, handling and use of hazardous substances, materials, and devices, and from conditions hazardous to life or property in the use of occupancy of building or premises. The most current State of Louisiana adopted version of the fire life safety code will be the minimum code which will be utilized by the bureau.to be established.

Allow the Polling place for Ward 1, Precinct 2 Natchitoches Parish to remain at the Masonic Lodge, 110 Masonic Drive, Natchitoches, LA until the COVID-19 pandemic is under control.

Sign and execute a lease agreement with Gayle Cloud for the continued use of Ms. Cloud’s property in Goldonna as a Trash Compactor Station site.

Sign and execute a lease agreement with Bayou Camitte Lands for the continued use of property located at 6174 Highway 119 in Derry as a bin site.

Sign and execute a lease agreement with Earl K. Gray, Jr. for the continued use of property located at 153 Eight Mile Loop in Natchitoches as a Trash Compactor Station site.

Sign and execute a lease agreement with McQuillin Properties, LLC for the continued use of property located at 6756 Highway 6 in Natchitoches as a Trash Compactor Station site.

Sign and execute a lease agreement with Kim and Charles Johnson for the continued use of the Johnson’s property on Holden Road in Natchitoches as a bin site.

Award the contract for the replacement of the roof of the front section of the Live Oak building (TABLED).

  1. People that can’t properly run a meeting and Robert’s Rules of Order are “in charge” of the response to Covid and now two that hate the present form of government are Chair and Vice Chair. SMH
