Parish Council will test Perma-Zyme product to stabilize roads

One interesting agenda item that was approved at the Parish Council meeting on April 19 will allow the test use of Perma-Zyme soil stabilization products on 1/3 mile of parish road (location to be determined). Materials and application oversight will be provided at no charge to the Parish. The Parish will be responsible for necessary labor and equipment for the application of the material. The only cost to Parish would be the rentals of a water truck and two kinds of rollers. The cost to treat roads with Perma-Zyme is right at $6,000 per mile. This product needs at least a 13% clay base to mix with. Joe Givens and his cousin, who live on Robeline Provencal Road and Sylvest Road, brought this product to the Parish Government as a solution to the poor road conditions in the Parish (SEE DOCUMENT BELOW).

First Introduction of Proposed Ordinances:

007-2021 to allow residents to vote and make their own decision on whether they want to remain or repeal the current form of government (Home Rule Charter) or go back to the Police Jury form of government. (Pass-Cheatwood voted against)
008-2021 to effect a zoning change from Industrial-Agriculture to Business (B-3) for the purpose of establishing a gym on a 2.52 acre tract of land located at 1386 Hwy. 504 in Natchitoches.
009-2021 to effect a zoning change from City District to Business (B-3) for the purpose of establishing a restaurant with liquor sales on a .936 acre tract of land located at 1211 Patrick Road in Natchitoches.
010-2021 to provide for the levy within Sales Tax District No. 1 effective July 1, 2021 of a one percent sales and use tax having been authorized at a special election held in the District on April 24, 2021 and final adoption on May 17, 2021.

Other agenda items:

Reappoint Troy Gardner and Monty Trichel, and appoint Aulbry Graves to replace Cecil Wade Ebert, to the Fire District No. 9 Board
Ordinance 005-2021 to authorize the Parish President to enter into negotiations of a donation of the Creston Polling Place building to the landowner and in exchange for indemnity and hold harmless from any causes of action asserted as a result of the condition or structure of the building. The building was in deplorable condition. A new polling place was secured for the fall election. Due to mold and water issues the building would have to be demolished. It sits on a piece of property owned by Ernest Self and he asked if he could take over ownership of the building. (PASS-Hoover voted against)
Ordinance 006-2021 revision to the Natchitoches Parish Personnel Manual. Some of the grants serviced through the Parish have employees working for them. This change will remove any wordage that singles out grant employees so that all employees are referred to equally and consistently as parish employees (SEE DOCUMENT BELOW FOR LIST OF REVISIONS).
Ordinance 003-2021 to effect a zoning change from Industrial-Agriculture to Business (B-3) to establish a gym with a restaurant and coffee shop on a 1.350 acre tract of land located at 10173 Hwy. 120 in Robeline
Authorize Parish President to advertise RFPs for redistricting for the Census changes for the Parish.
Approve Resolution 017-2021 to send to the Louisiana Board of Ethics and Louisiana Auditors for a ruling on the purchase of a front-end loader.
Authorize Parish President to enter into a Cooperative Endeavor Agreement with the following good samaritans: Williams and Son Saw and Supply in Calvin Tyler Road, Monty Trichel on Hart Road, Barton Cotton on Central Loop, Allen Beasely on Rachal Camp and Benjamin Point Roads, Victor Kay II on Cat Island Road and Simon Sarpy on Kochinsky Road.
Authorize Parish President to enter into a Cooperative Endeavor Agreement with Woodell Construction LLC for improvements to Emmanuel Road.
Authorize Parish President to enter into a Cooperative Endeavor Agreement with Eversull Farms LLC for improvements to Solomon Lane.
Approve change order No. 4 for the resurfacing of streets in Payne Subdivision Phase 2.

Resolutions:

TABLED: Approve levying the same millage or roll forward for the 2021 tax year.
Approve a design waiver for modification to the remaining planned work on a project on an existing bridge on Clark Road over Bayou Bourbeaux (SEE DOCUMENT BELOW).
