Natchez Town Council Meeting Minutes: September 1

Below are the meeting minutes for the Village of Natchez’s Town Council meeting on Thursday, Sept. 1, 2022 at 6 PM at the Natchez Town Hall.

The meeting was call to order by Mayor Patsy Ward Hoover

Roll call was as follows: Alderman Monique Sarpy, Alderman Shelia Johnson, Alderman McKinley Hoover, Clerk-Janice Perry.

Invocation by Mayor Hoover

Pledge of Allegiance by Alderman Shelia Johnson

Invited Guest: There were 40 people in attendance

Mayor Notes: Tickets have been written by the Officer’s so Mayor’s Court for those tickets will be October 7, 2022.

We received an email from Emergent Enforcement Solution Services saying they have terminated their contract.

The auditor has asked that we collect on past due bills. It does not matter whether it was 20 years ago or 6 months ago. Revised Statue Article 7, Section 14(A) of the Louisiana Constitution states they must be paid. We are asking if you have a past due balance, please make arrangements for payment.

Next month we want to start the conversation to up our sales tax increase to 1.5%. We must have it on the ballot by November.

Council to adopt the Minutes of the Special Meeting held August 18, 2022.

It was motion by Alderman Sarpy and Second by Alderman Johnson

On a roll call vote, the vote thereon was as follows:

The motion was passed.

Council to adopt the Minutes of the Regular Meeting of the Village of Natchez held August 4, 2022.

It was motioned by Alderman Sarpy and Second by Alderman Johnson.

On a roll call vote, the vote thereon was as follows:

Alderman Sarpy(Yes), Alderman Hoover(Yes), Alderman Johnson(Yes), Absent 0, Abstain(0)

The motion was passed.

Council to authorize the Mayor to Sign Agreement with the Governor’s office of Homeland Security and Emergency Preparedness

It was motion by Alderman Hoover and Second by Alderman Sarpy

On a roll call vote, the vote thereon was as follows:

Alderman Sarpy(Yes), Alderman Johnson(Yes), Alderman Hoover(Yes), Absent 0, Abstain 0

The motion was passed

Council to Introduce Proposed Ordinance 002-2022 to adopt the Quit Claim Deed between the Village of Natchez and Area Development Center

It was motioned by Alderman Sarpy and Second by Alderman Hoover.

Alderman Sarpy(Yes), Alderman Hoover(Yes), Alderman Johnson(Yes), Absent 0, Abstain 0

The motion was passed.

Council to hear Public Opinions. Council to discuss and give input on the $900,000 Water Sector Grant

It was motioned by Alderman Johnson and Second by Alderman Sarpy.

The motion was passed

Council to approve Resolution 3-2022 to apply for the LGAP grant for the amount of $25,000. This grant is to purchase a new Police Unit and Equipment for the Police Department

It was motion by Alderman Hoover and Second by Alderman Sarpy

The motion was passed

Council to authorize Clave Davis to attend Louisiana Rural Water Convention to renew his certification and an amendment to add Joseph Fields as a backup to obtain his certification.

It was offered by Alderman Hoover and Second by Alderman Sarpy

The motion was passed

Council to authorize the Mayor to pay bills for September 2022.
