
The Natchitoches Parish Sheriff’s Office congratulates Detective Lt. Victor Kay on being awarded the Kiwanis Club of Natchitoches “Sheriff’s Deputy of The Year” Award.
Detective Lt. Kay, Commander of the NPSO High Tech Crime Unit was presented the award during the Kiwanis Club of Natchitoches Annual Awards Banquet on Thursday, August 29, 2024 in Natchitoches.
Detective Lieutenant Kay is a 16-year veteran of the Natchitoches Parish Sheriff’s Office. During his career he has demonstrated a commitment to innovative crime reduction strategies, utilizing intelligence led policing with a focus on technology. He is also currently a Special Federal Deputy Marshal commissioned with the United States Secret Service, a position he’s held since 2014.
Throughout his career, Kay has held assignments in Corrections at the Natchitoches Parish Detention Center, as a Patrol Officer throughout the parish, Detective with NPSO Criminal Investigations, and as an Operator with the Natchitoches SWAT team. He has obtained numerous certifications, including Cell Phone Technology and Forensic Data Recovery, Cellebrite Certified Operator, Cellebrite Certified Physical Analyst, Cellebrite Certified Mobile Examiner, and Advanced Mobile Device Examiner from the National Computer Forensics Institute. Lieutenant Kay has also attended several specialized trainings from here to Alabama, Texas, and Florida.
Lieutenant Kay earned his High School Diploma from Natchitoches Central High School in 2004 and attended University of Louisiana at Lafayette. He is the son of proud parents Victor Kay, Sr. and Rhonda Kay Guillory. He will be celebrating five years of marriage with his wife, Lyn Kay, and has two children—Tatum, 16 and Gavin, 9 months.
Lt. Kay was joined by his wife, Lyn, his mother and father, Sheriff Stuart Wright, Chief Deputy D. Winder, Major J. Byles, and Cpt. G. Sers during the ceremony.
