A special operation conducted by the Natchitoches Parish Sheriff’s Office Criminal Investigations Bureau has led to the arrests of a wanted Tier I registered sex offender and two individuals accused of assisting him while he allegedly evaded law enforcement, according to Natchitoches Parish Sheriff Stuart Wright.
The operation, was conducted on Friday, July 17, 2026, when detectives assigned to the NPSO Criminal Investigations Bureau, along with the NPSO Impact Team and Drug Enforcement Unit, executed two search warrants in the 200 block of Independence Drive south of Natchitoches and the 300 block of East 6th Street in Natchitoches. Detectives were also armed with a criminal warrant signed by a 10th Judicial District Court Judge for the arrest of 27-year-old Ladarrious T. Blake of Natchitoches, who was wanted by the NPSO for Failure to Register as a Sex Offender.
Blake was previously convicted of Video Voyeurism involving a victim under the age of 15 in 2022 and is required by Louisiana law to register as a sex offender.
As detectives simultaneously executed the search warrants at both locations, other units developed information that led to Blake’s arrest without incident at an undisclosed location on Keyser Avenue in Natchitoches.
Blake was transported to the NPSO Criminal Investigations Bureau for questioning.
During the execution of the search warrant at the East 6th Street residence, detectives recovered evidence indicating Blake had allegedly been frequenting and residing at the apartment without reporting the address to the NPSO Sex Offender Coordinator, a violation of Louisiana Sex Offender Registry laws.
As the investigation progressed, detectives established sufficient evidence and probable cause to arrest two additional individuals for their alleged involvement in assisting Blake by harboring him or providing false information to investigators.
Arrested were:
• Devonia C. Evans-Payton, 60, of the 200 block of Cedar Grove Drive, Natchitoches, charged with Duty of Offenders to Notify Law Enforcement of an Address Change. Evans-Payton, a relative of Blake, reportedly signed an affidavit stating Blake would reside at her address. She was also arrested on an outstanding Natchitoches Parish criminal warrant for Issuing Worthless Checks.
• Tori D. Triggs, 29, of the 300 block of East 6th Street, Natchitoches, charged with One Count of Harboring or Concealing a Sex Offender or Child Predator.
Both Evans-Payton and Triggs were transported to the Natchitoches Parish Detention Center and have since been released on bonds set by a 10th Judicial District Court Judge.
Blake remains in the Natchitoches Detention Center.
The investigation remains active.
Sheriff Stuart Wright praised the coordinated efforts of investigators and emphasized the Sheriff’s Office’s commitment to enforcing Louisiana’s sex offender registration laws.
“Registered sex offenders have a legal obligation to comply with all registration requirements established by Louisiana law,” said Sheriff Stuart Wright. “When individuals intentionally fail to register or attempt to conceal their whereabouts, they create unnecessary risks to our communities. Our detectives will continue to aggressively investigate these violations and hold not only offenders, but anyone who knowingly assists them in avoiding the law, accountable.”

We remain committed to protecting our citizens by enforcing sex offender registration laws and pursuing anyone who attempts to undermine those efforts.”
All persons are presumed innocent until proven guilty in a court of law.
