Residents call for long-term solutions to roadside litter during Natchitoches Parish Council meeting

Concerns over roadside litter, illegal dumping and the need for more consistent cleanup efforts were raised during the Natchitoches Parish Council’s regular meeting Monday, Oct. 19, 2026, as residents urged parish officials to consider long-term solutions to an ongoing problem.

During the public comment portion of the meeting, residents described continued problems with trash accumulating along Highway 1 North and other roadways throughout the parish.

One resident, who had previously appeared before the council to address litter along Highway 1 North, acknowledged that a section of the highway had recently been cleaned. However, the resident said trash had already begun accumulating again, raising concerns about the effectiveness of occasional cleanup efforts without a more permanent plan.

The resident called on parish officials to consider establishing a recurring litter removal program, increasing enforcement and identifying funding or personnel specifically dedicated to keeping roadsides clean.

Council members and parish officials discussed the challenges associated with maintaining roadways that fall under different government jurisdictions.

Highway 1 is a state-maintained roadway, placing primary responsibility for its maintenance with the Louisiana Department of Transportation and Development rather than the parish government.

Officials indicated that conversations had taken place with DOTD concerning litter along the highway, but the discussion highlighted the difficulty of addressing a recurring problem when responsibilities are divided between state and local agencies.

The possibility of creating part-time positions dedicated to roadside litter removal was also discussed.

Such an arrangement could provide more consistent cleanup efforts along parish-maintained roads, rather than relying exclusively on periodic cleanup projects.

Another resident described personally collecting trash along Highway 504 and expressed frustration with the amount of litter accumulating along the roadway.

The resident also raised concerns about unsecured loads being transported to local waste collection facilities, suggesting that improperly secured trash may contribute to debris scattered along parish roads.

The comments brought attention to both the need for cleanup and the importance of preventing litter from reaching roadsides in the first place.

Residents encouraged the council to consider solutions involving regular maintenance, enforcement and greater accountability for those responsible for improperly disposing of or transporting waste.

Although council members discussed possible approaches, no dedicated litter cleanup program or additional funding was approved during the meeting.

Public comments extended beyond roadside litter to include questions about drainage improvements and other parish infrastructure needs.

Residents requested updates on ongoing drainage projects, including the status of previously committed funding and the possibility of additional financial contributions.

Parish officials discussed the progress of those projects and the funding arrangements associated with the work.

Questions were also raised about unused waste containers located at the parish landfill.

Residents asked whether the containers could eventually be placed into service, potentially expanding or improving waste collection capabilities.

The discussions reflected continuing concerns among residents about the maintenance of public infrastructure and the use of available parish resources.

While no new litter removal program was approved, the comments placed renewed attention on the need for coordinated efforts between parish officials, state agencies and residents to address roadside trash and other maintenance concerns throughout Natchitoches Parish.
