The foremost responsibility of a government is public safety. If a state fails there, nothing else they do really matters all that much. I spent much of the past few days in town, driving and walking around. What I saw in our city restored my faith in the essential goodness of our fellow citizens and of the competence of our local government when it really counts.

I saw the Department of Public Works employees at the Mill St. facility. When I arrived, they had already been filling sandbags all night and had run out of sand. More loads arrived and they went back to work-making over 10,000 bags to help keep our homes safe. The floor of the barn was a sea of mud. It was hard physical work, yet I never saw anyone slacking off or being anything less than cheerful in what were cold, wet and miserable conditions.

The Utility department worked all night and much of the next day to restore power to a flooded sewer lift station that had lost power due to a shorted transformer. They hastily built a 500 sandbag levee to keep the flooding from getting worse, brought in pumps to remove the standing water and finally brought in a generator to power the lift station, keeping our City’s sewer system up and running. It was hard work, much of it in knee-deep cold water, but their work headed off a much worse situation. The pride the men took in their jobs was evident.

Police officers and deputies manned barricades, directed traffic, kept information flowing and assisted countless numbers of their fellow citizens The officers and deputies were often assisted in rescues by ordinary citizens who saw a need and pitched in. One rescue of a family I heard about involved a 4-wheeler, jon-boat, and finally a Sheriff’s Department vehicle. The Fire Department responed to calls, the ambulance service assisted victims and the Utiliy Department kept the power going. The white City trucks have been a ubiquitous presence on the streets as workers respond to calls and proactively look for potential problems. I lost sight of the number of times I saw City workers, knee-deep in water,  guiding trucks through the flooded roads, clearing drains, building sandbag levees and doing the hard, cold and wet work of restoring our community. It’s not glamourous, but it is necessary, and they went about it with a quiet competence that was truly impressive. Ladies and gentlemen, thank you for a job well done!

Governor Edwards Emergency Proclamation

Today, Governor John Bel Edwards amended his emergency proclamation to include the entire State of Louisiana.

The complete text of the declaration is below:

STATE OF EMERGENCY – SEVERE WEATHER

Amends and Supercedes 30 JBE 2016 

WHEREAS,      the Louisiana Homeland Security and Emergency Assistance and Disaster Act, La. R.S. 29:721 et seq., confers upon the Governor of the State of Louisiana emergency powers to deal with emergencies and disasters, including those caused by fire, flood, earthquake or other natural or manmade causes, in order to ensure that preparations of this State will be adequate to deal with such emergencies or disasters and to preserve the lives and property of the people of the State of Louisiana;

WHEREAS,      when the Governor determines that a disaster or emergency has occurred, or the threat thereof is imminent, La. R.S. 29:724(B)(1) empowers the Governor to declare a state of emergency by executive order or proclamation, or both;

WHEREAS,      the National Weather Service has issued flash flood watches in several parishes across Louisiana;

WHEREAS,      a strong upper level storm system has caused thunderstorms across most of the State, which is expected to continue through the week and bring heavy rain, flash flooding and damaging winds to areas which are already experienced flooding; and 

WHEREAS,      Proclamation No. 30 JBE 2016 was issued on March 9, 2016, declaring a state of emergency in the parishes of Acadia, Bienville, Bossier, Caddo, Claiborne, Desoto, East Carroll, Grant, Lincoln, Morehouse, Ouachita, Red River, Richland, Union, Webster, and West Carroll as a result of the severe weather caused by this event;

WHEREAS,      the parishes of Ascension, Assumption, Beauregard, Caldwell, East Feliciana, Franklin, Jackson, Lasalle, Madison, Natchitoches, Sabine, Tensas, Vernon, and Winn have also declared, or are in the process of declaring, states of emergency in order to assist residents in areas damaged by the severe weather;

WHEREAS,      additional parishes are anticipated to declare states of emergency to respond to the event; and

WHEREAS,      it is necessary to amend Proclamation No. 30 JBE 2016 to include additional areas of the State impacted by the event.

NOW THEREFORE, I, JOHN BEL EDWARDS, Governor of the State of Louisiana, by virtue of the authority vested by the Constitution and the laws of the State of Louisiana, do hereby order and direct as follows:

SECTION 1:      Pursuant to the Louisiana Homeland Security and Emergency Assistance and Disaster Act, La. R.S. 29:721 et seq., a state of emergency is hereby declared to exist statewide as a result of the severe weather caused by this event, the effects of which continue to threaten the lives and property of the citizens of the State.

SECTION 2:      The Director of the Governor’s Office of Homeland Security and Emergency Preparedness is hereby authorized to undertake any activity authorized by law which he deems appropriate in response to this declaration.

SECTION 3:      All departments, commissions, boards, agencies and officers of the State, or any political subdivision thereof, are authorized and directed to cooperate in actions the State may take in response to the effects of this severe weather event. 

SECTION 4:      This order is effective upon signature and shall remain in effect from Thursday, March 10, 2016 until Friday, April 8, 2016 unless terminated sooner.

IN WITNESS WHEREOF, I have set my hand officially and caused to be affixed the Great Seal of Louisiana, at the Capitol, in the city of Baton Rouge, on this 10th day of March, 2016.

Spring N-Side View rescheduled for April 9

Northwestern State University has rescheduled its annual Spring N-Side View and Credit Connection from Saturday, March 12 to Saturday, April 9 due to weather conditions.

Registration for Spring N-Side View and Credit Connection will begin at 8 a.m. in Magale Recital Hall and the programs start at 9 a.m.

As part of Spring N-Side View, representatives from each of Northwestern State’s colleges will be on hand to explain degree programs offered at NSU. Staff from the financial aid, housing and scholarship offices will also be available to answer questions. A student panel will give a unique perspective on the university. An orientation program for parents will also be held. Also as part of Spring N-Side View, prospective students will get to tour Northwestern State’s campus.

During Credit Connection, students can earn college credit by taking an Advanced Standing Examination which can result in credit being posted on the student’s college transcript once they enroll at Northwestern State.

Tests for English 1010, English 1020, Fine Arts 1040, Spanish, Math 1020 and Math 1060 will be offered. Registration will occur in the testing rooms prior to each session. Students can take up to two tests at no charge.

WOMEN SENTENCED FOR NATCHITOCHES BANK FRAUD SCHEME

ALEXANDRIA, La. – United States Attorney Stephanie A. Finley announced that two women were sentenced Tuesday for conspiring to steal money from the bank where they worked.

Deirdre Christophe Nelson, 36, of Natchez, La., and Valerie K. Culpepper, 36, of Natchitoches, La., were sentenced to 21 months and one month respectively by U.S. District Judge Dee D. Drell. Nelson was sentenced on one count of conspiracy to commit bank fraud, and Culpepper was sentenced on one count of conspiracy to make false statements in bank records. They were also sentenced to three years of supervised release and ordered to pay $355,649 in restitution. According to the guilty pleas, Nelson, who worked as a bank manager at a Natchitoches bank, conspired with Joe Lee Colbert Jr., 38, of Baton Rouge, to take more than $300,000 from 2011 until July of 2014 from the bank. Nelson would steal cash money and issue money orders from the bank to be deposited into Colbert’s account. Culpepper, the head bank teller, falsified bank records to hide money stolen during that time.

Colbert was sentenced on January 26, 2016 to 21 months in prison and three years of supervised release. He must also share in the payment of restitution Nelson and Culpepper were ordered to pay. Nelson pleaded guilty on September 10, 2015, and Culpepper pleaded guilty on July 17, 2015.

The FBI and conducted the investigation. Assistant U.S. Attorney Cytheria D. Jernigan prosecuted the case.

Cane River Lake Update – March 11, 2016

The lake is currently at 102.3 MSL. Rain still in the forecast. A reverse flow has now occurred on the lake and the Natchitoches Levee Board is in process of closing the gates to prevent further flooding. The lake remains at historic flood level, therefore no boating traffic of any type is permitted on the lake during this time as there is a large amount of large debris, and boats adrift on the waterway. Property owners are urged to monitor their property, and boathouses as this will be a lengthily process. LA. HWY 494 NEAR PLANTATION POINT CLOSED; FULL MAP LINK

Louisiana Department of Transportation and Development have contacted the Natchitoches Parish Sheriff’s Office reporting that La. Hwy 494 near Plantation Point is closed for an indefinite period.

NPSO Communications have received numerous calls concerning alternate routes into the City of Natchitoches because La. Hwy 1 South is closed because of rising floodwaters.

NPSO Deputies say they have traveled Fish Hatchery Road from La. Hwy 494 south of Pratt’s Bridge to Natchitoches and it is completely passable with no floodwaters. The posted speed limit is 35 miles per hour.

An additional route into the City of Natchitoches is I-49 to the Posey Road exit, then Johnson Chute Road to La. Hwy 1.

During your commute please drive carefully, pay attention to the roadway, and avoid driver distractions.

NATCHITOCHES PARISH PRESIDENT RICK NOWLIN ISSUES EMERGENCY DECLARATI

H6PL_R_Nowlin_Pic150X150On Wednesday, March 9, 2016, Natchitoches Parish President Rick Nowlin declared a State of Emergency due to the extreme wet weather conditions that are causing flooding throughout the Parish.

All Parish government offices are closed today. The operational status of Parish offices on Friday, March 11th, will be announced later.

All persons are requested to observe all directives of the Parish Office of Emergency Operations and to cooperate with all agencies who are trying to protect both lives and property.

Unless it is absolutely necessary, the Parish asks all persons to avoid driving, especially on rural, less traveled roads. If you must travel, please exercise caution and keep it slow.

Boil Order – Robeline/Marthaville Water System

Boil Order

The water treatment plant for Robeline-Marthaville Water System is currently under water.  Once the water recedes and water is restored, all customers on this water system will be placed under a mandatory boil.

This order is being issued as a precautionary method only until invetigative samples have been tested by the Office of Public Health.  Customers will be notified when they can return to using their normal water supply.

Parish road list with flooding issues

Natchitoches Parish President Rick Nowlin has released the attached updated list of 55 Parish roads with flooding issues resulting from today’s heavy rainfall.

Mr. Nowlin stresses that this list consists only of issues of which the Parish Highway Department is aware at this time, and that it is likely that many other road issues exist that have not yet been reported.

In addition, citizens should be aware that, due to the overwhelming number of road issues and the shortage of barricades and available personnel, it has not been possible to barricade every flooded road.

Therefore, motorists are advised to remain vigilant and to exercise extreme caution when traveling near all flood-prone areas, even though the specific road on which they happen to be traveling are not contained on the list.

Again, motorists are cautioned against driving through flooded areas, as hidden dangers may exist that could cause vehicle damage, injury, or even loss of life.

Cane River Lake Update – March 10, 2016

The lake is currently at 101.8 MSL and rising (3.8 foot rise).  Still forecasting rain with a tremendous amount of run off to enter the lake.  The lake is at extreme flood stage.  No Boating traffic of any type is permitted on the lake during this time.   The spillway remains open.  Property owners are urged to keep a close eye on their boathouses as the lake continues to rise at a rapid rate.  Please check loose outdoor items as they can be swept away by the rising water.   For more information and/or questions contact Betty Fuller 318-617-3235 cell, 318-357-3007 office, 318-379-2878 home.
