A convicted Tier 1 sex offender has been arrested in connection with inappropriate sexual contact with a juvenile according to the Natchitoches Parish Sheriff’s Office.
The investigation began on Monday evening July 17th at approximately 9:50pm, when deputies assigned to the NPSO Patrol Division responded to Natchitoches Regional Medical Center in reference to a juvenile being treated for alleged sexual misconduct.
The juvenile under the age of 12 had been transported to NRMC by her mother from a north Natchitoches Parish residence.
NPSO Detectives, State Child Protection and SANE nurses assigned to the Natchitoches Parish Coroner’s Office were notified.
Deputies interviewed the juvenile in the presence of her mother, obtained information for an investigative offense report, and collected evidence for crime lab analysis.
Deputies identified a suspect as Kennedrick Jerome Phillips of Campti, La. a prior Tier 1 sex offender convicted of Indecent Behavior with a Juvenile in Natchitoches Parish in 2004.
Detectives requested the assistance of the Children’s Advocacy Network based in Alexandria.
During the investigation, detectives obtained sufficient evidence and probable cause to obtain a criminal arrest warrant on Phillips signed by a Tenth Judicial District Court Judge.
On Monday July 24 at approximately 6:46pm, Campti Police Department assisted by NPSO Deputies arrested Phillips at a residence in the 100 block of Vaughn Street in Campti without incident.
Kennedrick J. Phillips, 31, of the 100 block of Waddell Steet, Campti, La. was transported by deputies to the Natchitoches Parish Detention, booked and charged with 2-counts of Indecent Behavior with a Juvenile.
Deputies say the two counts of Indecent Behavior derives from two separate occasions Phillips allegedly had sexual misconduct or performed with or in the presence of the juvenile.
Phillips remains in the Natchitoches Detention Center without bond.
The case will be forwarded to the Natchitoches Parish District Attorney’s Office for review and prosecution.
