The following morning at breakfast in the Gallien dining room, Levy Lodrigue revealed
the discussion that had taken place the night before with Rita Johnson and her boys Aiden and Dylan, to his sons Tony and John Levy, about their sister moving her family to CoCo Bed.  The boys were overjoyed to learn that they would be reunited with Rita and her sons.

Abslom Johnson said that he and Levy would go over to the office of Ronnie Smith, their lawyer, and get the necessary paperwork processed giving Rita land to have her new home built on.

He then gave his son John Wesley a list of supplies that they needed back home, and instructed him to take Dempsey and Harvis over to the Masson General Store, a very successful enterprise
operated by Clyde and John Masson. They were to secure the needed items and load the wagon they’d brought from CoCo Bed.  Levy told Tony and John Levy to accompany them along with Rita and her boys, and for them to get anything they might need as well.

Soon after breakfast, as they were getting ready to leave the Gallien Boarding House, the operator of the telegraph office stopped by with a wire that he had just received from Mississippi.

The day before, after laying out the proposal they were going to make with Captain John Winston, one of the Deputies had sent a telegram to Sheriff Jones explaining what they hoped Winston would agree to. He wanted a list of all the property in Winston’s name at the Assessor’s Office, and a list of his money on deposit at the local bank.

Sheriff Jones was able to get this information before he departed on his trip to Louisiana.  Abslom and Levy told the Mississippi Deputies, along with Deputy Moran, to accompany them to Ronnie Smith’s office. He would draw up papers to transfer the property back to its original owners, and divide the money.  They would gladly witness this and hoped it wouldn’t be long before the families were back in their respective homes.  The telegraph also said that Sheriff Jones expected to be in Natchitoches within two days and to have the prisoners there waiting for him.

Things were coming together nicely as they departed the Boarding House for Ronnie Smith’s office and the Masson General Store. Business was conducted at both places within a couple of hours and they were ready for a return trip to CoCo Bed, except the two Mississippi Deputies, who’d remain to help watch over the prisoners with Deputy Moran.

Abslom Johnson suggested they make one more stop before they left town, and that was at the Spurgeon Sawmill.  The mill was operated by the Spurgeon brothers, Wilmer and Jerry.  Abslom knew they were excellent at their craft and had one of the best logging contractors around in Dennis LaCaze.  Dennis was the son of Harold LaCaze who worked for Alexis Cloutier.

There was a large tract of virgin cypress trees on Abslom and Levy’s property and a portion of this timber could be used to construct Rita Johnson’s new home.

It didn’t take long for arrangements to be made with the Spurgeon’s.  They would arrange for Dennis to cut and deliver the logs to their mill for processing.

After this business deal was completed they finally departed Cloutierville for CoCo Bed where news of the new addition to the community would be joyously received.

It was nearing sundown when they arrived at the Johnson and Lodrigue homes on CoCo Bed.  Lucille and Martha was getting ready to put out supper for the family.  The first thing that Abslom did was summon Noah and tell him to ring the big bell that would announce to everyone that a meeting was to take place.

Workers began to gather after the sound of the bell and immediately began helping to unload the
wagon loaded with supplies purchased from Masson’s General Store.  Once this project was completed Levy told everyone to gather before his and Lucille’s home where he had an announcement to make.

As Levy was unveiling plans for his daughter and her children to join the community, cheers rang out from those crowed around.  There was joy on CoCo Bed and everyone was excited about what the future would bring.  Reverend Cryer, who was mending nicely from the surgery Doctor Scruggs had performed, raised his hand for silence and began a prayer of thanksgiving.

Back at the little one cell jail in Cloutierville, Doctor Scruggs had just  finished treating his newest patient, Captain John Winston.  With a much better qualified Doctor and the proper medical supplies, Winston was doing remarkably well in the two days that he had been locked in the cell.

As Deputy Moran locked the cell door behind the good Doctor after he had finished, he looked over at the evil Captain John Winston and saw something Winston had not done
in ages.

The murdering carpetbagger Captain John Winston hung his head and began to cry like a baby.  Deputy Moran only smiled.

Chiefs Soccer Mini Camp

All Natchitoches Youth Soccer League players are encouraged to attend the Chiefs Soccer Mini Camp Saturday, Sept. 9 from 2-5 pm at the John Stores field between Weaver and East Natchitoches elementary fields. The camp will help prepare players for the upcoming jamboree and soccer season. The camp is open to all soccer players ages 4-13. All proceeds benefit Natchitoches Central Soccer.

Camper will be grouped by age and skill level for fun games and scrimmages to emphasize individual skills, team play and soccer rules. The cost is $30 if registration is received by Sept. 2 (will include T-shirt, which will get camper into all home Chiefs soccer games for FREE). The cost will be $25 on the day of camp, but won’t include the T-shirt.

Roasted raccoon takes out power in Natchitoches

Just add electricity and you’ve got the perfect recipe for disaster. Curiosity killed a raccoon that crawled up into the substation bus system and took out the entire substation at Sibley Lake around 3 am this morning, Aug. 23.

Electricity went out until the issue could be corrected.

Parish Council: Head Start Policy Council hijacks meeting

The Policy Council for the MLK Head Start Center is calling for justice over the fact that its members feel Parish President Rick Nowlin has “stepped beyond his boundaries.”
Policy Council Chair Shirley Layton and Community Rep. Dr. Gloria Smith spoke at the Parish Council meeting Aug. 21.

An amendment was made to move the Head Start discussion to the top of the agenda and a motion was also made to suspend the time limit rule for speakers to give Layton and Smith adequate time to explain their side.

While there were several accusations tossed about the room and a lot of laws quoted, the overall gist of the problem was elusive to find amongst the overload of information. While the Policy Council feels it has been operating legally, there are allegations that it’s been violating open meeting laws, bringing into question the validity of decisions it’s made.

At the end of the day, the attorney that represents the Parish Government stated that everything Nowlin has done concerning the termination of former Head Start Director April Wade was in compliance with the policy manual (SEE DOCUMENT BELOW FOR AN OFFICIAL OPINION ON THE MATTER).

The grantee is the Natchitoches Parish Government, the governing body is the Parish Council, the Head Start Agency is the Office of Community Services and the six centers it operates fall under Head Start Programming. As such, April Wade is not listed as a “Department Head.” The Parish Council is only required to approve hiring and firing when it concerns department heads.

Council member Russell Rachal filed a Public Information Request for Policy Council meetings and questioned Layton as to why he’d never received it. Layton responded that she feels she isn’t legally obligated to notify the Parish Council members of anything.

“All such records are public records,” said Nowlin.

Policy Council members also demanded the reinstatement of Wade, because they need a director at the MLK Head Start Center.  However, Nowlin announced he’s already tendered an offer to Chriscella Metoyer to serve as interim director.

“I had the authority to take the steps I did and it’s over with,” said Nowlin. “Everything I’ve done has been with the District Attorney’s approval.” Rachal agreed with this, saying Nowlin is authorized to make an emergency appointment when such a situation arises.

“The Policy Council doesn’t accept your appointment,” said Layton. “We call for an impasse.”

Parish Council Chair Patsy Ward Hoover said she’s spoken with a representative from the Regional Head Start Office in Dallas. Hoover claims she was told the Policy Council is the governing body for the MLK Head Start. “If it’s not in that blue book, I’m not listening,” she said. The blue book is the Head Start Program Performance Standards. Addressing Wade, she added, “We didn’t do what we were supposed to do by you as the Parish Council…It’s far from over.”

The Policy Council and Parish Councilman Chris Paige argued with the attorney over whether Wade is considered a federal or parish employee. The attorney said she is a parish employee, but this didn’t appease those who thought otherwise.

HR Coordinator Cathy Creamer requested to speak and Hoover was reluctant to recognize her. Creamer said the representative from the Regional Head Start Office stated at a training event that the Director is a Parish employee, which the Policy Council members in the audience denied.

When asked if the Policy Council is currently operating legally, all past events/decisions put aside, the members loudly said yes, but the attorney said that such a decision should be made in a court of law in Natchitoches Parish. However they disagreed on this too, saying it should be taken to a federal court.

Nowlin said everyone would have to agree to disagree over how the law works, however the DA’s Office is planning to visit with the Regional Head Start Office in Dallas to get a final opinion on the matter.

Another agenda item made Monday night’s meeting last over three hours. With Councilman Doug de Graffenried absent, Hoover and Paige voted against an item concerning insurance for Parish employees not once, but twice. With Rachal and Rodney Bedgood voting yes, the Council found itself in a stalemate.

“This means we’ll run the risk of no one having insurance,” said Treasurer Debbie Miley, who warned that deadlines are approaching and approval is needed immediately.

Hoover shrugged and said, “That’s the vote.” However, at the very end of the meeting, Hoover brought it back up with a motion to reconsider and everyone voted to keep the same agents to seek insurance for the Parish for 2018.

Obtain plans and specifications for the construction of a handicap ramp at the main courthouse entrance on Church Street, to advertise for bids

Execute cooperative endeavor agreement with the LA Dept. of Veterans Affairs

Natchitoches Parish: Head Start Program Update from Rick Nowlin

On August 14, 2017, all six Head Start centers welcomed their new classes of children for the 2017-2018 school year. This is an exciting time of the year for administrators, teachers, staff and children who attend the classes.

We are pleased to announce that Ms. Chriscella Metoyer has been named to the position of Interim Head Start Program Director. Ms. Metoyer comes to the position with an impressive list of qualifications and has been recognized as being qualified by the Louisiana Department of Education.

Ms. Metoyer will serve under Ms. Sharon Harris, Executive Director of the Parish Office of Community Services and Head Start. She will serve in this position as a temporary employee until the Head Start Program Director position has been filled.

The Parish has advertised the Director position with an application deadline of September 1, 2017. The applications will be reviewed and qualified candidates will be interviewed. We anticipate the employment of the new Director by the end of October.

New software will speed up sign in process for early voting

The Natchitoches Parish Registrar of Voters office will be using recently acquired software to link drivers licenses to the registered voters data base during Early Voting for the Oct. 14 Election.  A simple swipe of your drivers license will speed up the sign in process for Early Voting as long as the information matches.  Early Voting will be conducted for the Oct. 14 Election Saturday, Sept. 30 – Saturday, Oct. 7 from 8:30 am – 6 pm (closed on Sunday).

The Natchitoches Krewe of Dionysos held its Coronation to announce the 2018 Royal Court Aug. 12.  The event was held at the Ben Johnson Auditorium in Natchitoches with live music provided by Johnny Earthquake and the Moondogs.  The Krewe of Dionysos is celebrating its 20th year of inception this year.  The theme for the upcoming season is, “20 Years of Peace, Love and Mardi Gras.”

Three juveniles arrested in connection with series of vehicle thefts

A joint investigation by Natchitoches Parish Sheriff’s Deputies and Natchitoches Police led to the arrests of three juveniles in connection with a series of vehicle thefts and burglaries during the weekend, according to Natchitoches Parish Sheriff Victor Jones Jr.

NPSO Patrol Division deputies responded to multiple reports of vehicle thefts and burglaries Aug. 19 shortly after 8 am in Southwood Estates mobile home park just south of Natchitoches off of Hwy. 494.

Deputies learned during the initial stages of the investigation, that two vehicles, a Pontiac Sunfire and Kia Sorento had been stolen during the early morning hours in the 200 block of Independence Drive.

Deputies also responded to reports of a vehicle burglary in the 200 block of Independence Drive.

An undetermined amount of coins was taken in the vehicle burglary.
Deputies processed the crime scenes and gathered information for offense reports for investigative purposes.

Deputies then contacted Natchitoches Parish Sheriff’s Office 911 Center and Natchitoches Police Department issuing BOLO messages for the stolen vehicles.

Deputies then learned from Natchitoches Police that their Traffic and Patrol Division impounded a Pontiac Sunfire during an early morning traffic stop in the City of Natchitoches.

At the time, Natchitoches PD was unaware of the vehicle being stolen because it had not been reported.

Deputies did confirm through the license plate and vehicle identification number it was the reported stolen vehicle.

During the course of Natchitoches Police’s traffic stop, they issued a 15-year-old Natchitoches juvenile curfew and traffic citations.

The juvenile was released to a parent but NPSO Deputies were provided his name pending the ongoing investigation.

Detectives assigned to the NPSO Criminal Investigations Division also responded to assist.

Deputies along with the assistance of NPD began searching areas in the City of Natchitoches where they recovered the Kia Sorento and a Toyota RAV4 also reported stolen to NPD.

As the investigation progressed, detectives identified and located three juveniles believed to be involved in the thefts.

Late Saturday afternoon, NPSO Detectives arrested three 15-year old Natchitoches juveniles, each were charged with 2-counts of Vehicle Theft, 1-count of Simple Burglary in connection with the early morning auto burglary and 1-count of Simple Burglary in connection with an auto burglary on August 11th in the 100 block of Independence Drive.

The names of the juveniles are not being released.

Other possible charges pending with Natchitoches PD.

Detectives say the juveniles confessed to their involvement in the thefts.
One juvenile is currently being held in Ware Juvenile Center in Coushatta.

Deputies say they are still looking for one other juvenile involved in the crime spree.
Detectives say in each case vehicles were left unlocked, valuables left in view and keys left inside. Last week NPSO Deputies sent out a public service announcement reminding the public to lock their vehicles, and hide their valuables due to an increase of vehicle burglaries.

Involved in the investigation and arrests were: Sgt. R. Ross, Deputy J. McDonald, Deputy T. Johnson, Deputy M. Dranguet, Detective V. Kay, Detective D. Sowell and assisted by Natchitoches Police Department.

Lions Club learns about Natchitoches Christmas Angels

The Natchitoches Christmas Angels Pageant isn’t just about the crown and the sash, according to volunteer organizer Amber Howell. It’s about the community service.

Howell spoke to the Natchitoches Lions Club at its meeting Aug. 21.

“During their reign it’s crucial for them to understand the importance of giving back to the community.”

The 25th Annual Natchitoches Christmas Angels Pageant will be held on Sunday, September 10th at 2p.m., in the Magale Recital Hall at Northwestern State University. Entry Fee is $60 per child, with a $10 discount per additional child. The pageant is open to all young ladies that live in Natchitoches parish or surrounding areas. Including: Rapides, Grant, Red River, Bienville, Sabine, Winn, De Soto, and Vernon. All contestants must be enrolled in Pre-kindergarten (4yrs)-Sixth Grade and Seventh and Eighth Grade.

The Deadline to compete in the Natchitoches Christmas Angels Pageant is Wednesday August 27th. All Entries with payment must be submitted, dropped off or mailed to Natchitoches Christmas Angels: 311 St. Maurice Lane, Big Tease Salon: 114c South Drive, Velocity Quick Care: 307 Keyser Avenue.

Admission to the 25th Annual Natchitoches Christmas Angels Pageant will be $3 for adults and $1 for children under the age of 12, including parents of contestants.

Natchitoches Underground: APHN Fall Tour Chair speaks to coffee club

Gary Cathey, Chairman of the APHN’s Fall Tour of Homes and an APHN Board members, spoke to the Walter P Ledet Coffee Club at its meeting Aug. 21.

The APHN was formed in 1941 and this year it’s celebrating 75 years of history. Its original name, which not many people know, was the Old House Committee. Last year the Fall Tour of Homes Committee reinvigorated the tour by centering it around the works of the well known folk artist from Melrose Plantation, Clementine Hunter. Her paintings were on display at every property on the tour, making it the largest exhibition of her work to ever be shown.

This year the 63rd annual Fall Pilgrimage has a unique twist to it. Titled “Natchitoches Underground” the tour will feature cellars and tunnels of the Natchitoches National Historic District. Dates will be Oct. 13-15 for the following homes:

NSU holds New Student Convocation Fall 2017

Northwestern State University welcomed nearly 1,500 incoming freshmen to campus and hosted the New Student Convocation and President’s Picnic Aug. 20 to mark the start of their academic journey. The students come from 316 high schools in 16 states from Alaska to Florida, as well as several foreign countries. Move In Day and Convocation also launched Demon Days 2017, a 42-day schedule of activities that immerse students into campus life, service and university traditions. University officials expect to report an increase in enrollment, as well as an increase in fall to fall retention this semester. Fall classes began Aug. 21.

Maggio investiture will be Sept. 15

Formal ceremonies to invest Dr. Chris Maggio as the 19th president of Northwestern State University will take place Friday, Sept. 15, beginning with a morning Mass, followed by the investiture, a reception and several other events planned around the celebration. Maggio was named president of the university in May. The public is welcome to attend all events.

The Sept. 15 events will begin with a Mass of Thanksgiving at 9 a.m. at the Minor Basilica of the Immaculate Conception, 613 Second St., Natchitoches, in which NSU musicians and vocal ensembles will participate.

The investiture will take place at 11 a.m. in A.A. Fredericks Auditorium beginning with a procession by faculty and will include an address by NSU alumnus Gary Fields, an award-winning senior reporter for the Wall Street Journal.

Immediately following the investiture will be a community reception for all friends of NSU at the Arnold R. Kilpatrick President’s Residence, 1 Normal Drive, until 3 p.m. In addition to offering congratulations to the Maggio family, guests can enjoy refreshments, along with music and art by students and faculty in the School of Creative and Performing Arts. NSU’s ROTC Cadets will hold a POW/MIA ceremony at the NSU Freedom Tree, located in front of the President’s Residence, to conclude the reception.

Friday’s Investiture will be the highlight of many activities planned during the week. On Thursday, Sept. 14 NSU will hold the Demons Come Out at Night Pep Rally at 7:30 p.m., followed by a concert featuring The Molly Ringwalds in the tailgating field that is free and open to the public. Events on Saturday, Sept. 16 will include a service project coordinated by NSU’s First Lady Jennifer Maggio, Forks Up for Literacy, in which 1,884 new and gently used books for children ages 5-15 will be collected for distribution at schools and youth facilities throughout north Louisiana. Anyone who would like to participate is invited to drop off books at Collins Pavilion on Saturday, Sept. 16. NSU’s first home game versus Lamar will kick off at 6 p.m.

Maggio served as acting president from January to May while a national search for the NSU’s 19th president took place. He is a lifelong resident of Natchitoches has been a member of the NSU staff since 1988, previously serving as vice president for The Student Experience. Through the years, he worked as an administrator in several areas of the university, including many aspects of student life, university advancement and alumni relations and as a faculty member in the Department of Health and Human Performance.

Since Maggio was named president, NSU has recorded the largest amount of private financial contributions to the university in the school’s 133-year history. University officials also expect to report an increase in enrollment for Fall 2017, as well as an increase in fall to fall retention.

Maggio is a 1985 summa cum laude graduate of Northwestern State. As a senior, he was elected Mr. NSU by his fellow students. Maggio earned his master’s of education at NSU and a doctorate in developmental education from Grambling State University.

Maggio has been married to his wife, the former Jennifer Zeagler, for 25 years. Mrs. Maggio earned a graduate degree at NSU in 1992. The couple has three children, Melanie, Scott and Emily.

Knights of Columbus advance to Third Degree

Nine members of the Natchitoches Knights of Columbus traveled to Hessmer to advance to the Second and Third Degrees. St Alphonsus Catholic Church, Council 3088 hosted 33 First Degree knights for the ceremony Aug. 19.

Charity (1st), Unity (2nd), Fraternity (3rd), and Patriotism (4th) are the principles of the Knights of Columbus, and local Council 1357 exemplifies those ideals through their support of many local organizations. They are best known for their weekly bingos for charitable causes, coat donations to local students, annual Tootsie Roll Drive and Color Guard. They donate funds to numerous worthwhile community activities while supporting their local parishes.

Deadline to compete in Natchitoches Christmas Angels Pageant is Aug. 27

Christmas Pageant

The 25th Annual Natchitoches Christmas Angels Pageant will be held Sunday, Sept. 10 at 2p.m. in the Magale Recital Hall at Northwestern State University. There will be an impromptu rehearsal that day from 10 a.m.-12 p.m.

Entry Fee is $60 per child, with a $10 discount per additional child. The pageant is open to all young ladies that live in Natchitoches Parish or surrounding areas, including Rapides, Grant, Red River, Bienville, Sabine, Winn, De Soto, and Vernon. All contestants must be enrolled in Pre-kindergarten (4yrs)-Sixth, Seventh and Eighth Grade. Judging will be separate for the two different categories.

The deadline to compete in the Natchitoches Christmas Angels Pageant is Wednesday Aug. 27. All Entries with payment must be submitted, dropped off or mailed to Natchitoches Christmas Angels: 311 St. Maurice Lane, Big Tease Salon: 114c South Drive, Velocity Quick Care: 307 Keyser Avenue.

A Queen, 1st & 2nd Runner-up will be chosen in each group. The winning queen in each group will receive a crown, trophy and a banner. The runners-up will receive a trophy. Every entrant in Pre-K-2nd grade will receive a participation trophy. There will be a PEOPLES CHOICE award for each category. The winner in this category will be determined by the number of votes ($ per for with no limit) purchased for each participant. The Participant with the most votes in this age group will receive an award.

Admission to the 25th Annual Natchitoches Christmas Angels Pageant will be $3 for adults and $1 for children under the age of 12, including parents of contestants.
