City Council receives update on demolition of Hopeville Apartments

Vincent Cofield, executive director of the Henry O. Flipper Foundation (now known as the Community Housing Development Organization. after reorganizing in 2017), spoke to the Natchitoches City Council at its July 11 meeting about affordable housing development and housing counseling. The foundation was created in 1989 to honor Lt. Henry O. Flipper, the first African American to graduate from Westpoint Military Academy and the first African American to become a commissioned officer in the U.S. Army. The mission of CHDO is to deliver affordable housing to people in communities with low and moderate income.

In other business, an update was given on the demolition of the Hopeville Apartments on Second Street. The City is doing an environmental assessment on July 15 before it’s demolished.

PLANNING & ZONING – INTRODUCTION:

Change Zoning Classification Of Property Located At 315 Williams Ave from R-1 Residential to R-1 Residential with a special exception to operate short term rentals.

ORDINANCE – FINAL:

Amend the 2022 – 2023 Budget To Reflect Additional Revenues and Expenditures.

ORDINANCES – INTRODUCTION:

Declare Certain Buildings Unsafe And Recommending That Same Be Demolished Or Put Into Repair To Comply With The Building Code. The properties include: 409 Martin Luther King Dr., 910 West St., 801 Fourth St., 153 Pierson St., 223 Pierson St., 1539 Stella St., 1203 Rusbo St., and 729 Salim St. The structure at 409 Martin Luther King Dr. burned down but it’s been cleaned up.

Authorize The Issuance Of Revenue Bonds, Series 2022, Of The City Of Natchitoches, Parish Of Natchitoches, State Of Louisiana; Prescribing The Form, Fixing The Details And Providing For The Rights Of The Owners Thereof; Awarding The Sale Of The Bonds To The Lender Thereof; And Providing For Other Matters In Connection Therewith.

Enter Into A Cooperative Endeavor Agreement With The Historic District Business Association Inc., Providing For An Automatic Annual Renewal, Providing For Advertising, Further Providing For Severability, And Further Providing For A Repealer And Effective Date Of Ordinance.

RESOLUTIONS:

Appoint Members To The Natchitoches Historic District Commission For The City Of Natchitoches.

Address Administrative Aspects Of The Natchitoches Community Alliance Foundation, Inc. D/B/A Natchitoches Economic Development Alliance For The Facade Grant Program For Texas Street And Washington Street Corridors.
