Parish President vetoes littering and road use ordinance

Natchitoches Parish President John Salter has officially vetoed a proposed ordinance aimed at cracking down on littering and the abusive use of parish roadways.

The measure, Ordinance 017-2026, was approved by the Natchitoches Parish Council on June 15, 2026, but was rejected by Salter on June 18, 2026.

The proposed legislation sought to amend Section 30-4 of the 1984 Parish Code to explicitly ban the dumping of solid waste and animal remains. Additionally, it proposed updates to Section 20-11 regarding the abusive use of parish roads, establishing a clear schedule of fines for violations:

A $500 fine for damaging roadways.

A $500 fine for operating without a required permit.

A $500 fine for the illegal dumping of construction or household materials.

A $200 fine for operating unauthorized vehicles, such as ATVs, on parish roads.

A $200 fine for disregarding traffic signs.

In an interoffice memorandum directed to council members, Salter explained that he blocked the ordinance to allow more time for comprehensive research and development.

“As previously requested, I would like additional time to more completely research and develop this ordinance so that the details and outcomes better fit the needs of our Parish,” Salter stated.

The president emphasized a desire for collaborative community involvement moving forward, encouraging constructive input and public comments as local officials continue to evaluate the regulations to support parish residents cohesively.

Salter encouraged constructive input as the ordinance is further considered.
