Louisiana Law Enforcement Statement on COVID-19 Emergency Proclamation Restrictions

Louisiana State Law (RS 29:724) gives the Governor authority to set restrictions on gatherings and businesses in the interest of public safety and to prevent spread of COVID-19. These proclamations and declarations have the power of law.

As such, local, parish, and state law enforcement agencies as well as other state authorities including ATC and the State Fire Marshal, will be acting to enforce these rules set by the Governor.

Violations of gathering capacity and business hour restrictions may result in revocation of licenses and/or citations for violating the executive order under La. R.S. 29:724(E), Disturbing the Peace, or other appropriate violations of law.

Happy Wednesday Stylers, I get it, when you’re stuck at home, it’s hard to summon the energy to watch much more than something comforting on Netflix. But, due to the coronavirus quarantine, This is the perfect opportunity to dive deep into the weird world of fashion I live in and while designers put their work on pause, there are plenty of ways to engage with them and their work. LDWF Offices Closed to the Public Indefinitely Starting March 17

Louisiana Department of Wildlife and Fisheries (LDWF) offices throughout the state will be closed to the public indefinitely beginning Tuesday, March 17.

To alleviate any additional public burden, LDWF is providing the public alternatives to process applications via mail, email and online.

The summary below provides more information about how to secure licenses and registrations during the office closure.

Commercial Licenses
New applications will be accepted by:

Mail – payment methods accepted will be check, cashier’s check and money order
Email – may be sent with all required documents scanned and attached

Required documents: Applications, Copy of Driver’s license (individuals), copy of Federal Tax ID paperwork (businesses)

NATCHITOCHES FINANCIAL INSTITUTION UPDATE: CORONAVIRUS (COVID-19)

NATCHITOCHES – Effective Wednesday, March 18, 2020, in cooperation with the guidance of our state and federal governments, and to encourage “social distancing” protocols, several local financial institutions will be taking precautions to ensure the safety of our customers, staff, and communities. These institutions include: BOM Bank, City Bank and Trust Company, Exchange Bank, and First Federal Bank of Louisiana. These institutions will begin these practices by limiting foot traffic and access inside their lobbies to an appointment only basis.

We understand there are some banking needs that will require you to meet with your personal banker. This could include, but not limited to, sending wires, loans, business transactions, safe deposit boxes, and new accounts. If this applies to you, please contact your local branch in advance for them to accommodate your banking needs upon arrival. Our local banks will remain open during normal businesses hours and will be able to conduct your banking needs through the drive thru.

Please use available digital tools and other resources for self-service banking and 24/7 account access. These digital tools such as your bank’s mobile app or online banking will allow you to pay bills, deposit checks, transfer money and more. This can all be done from the comfort of your home, should you choose to minimize your exposure to others, or if you become sick. If you have not registered for your bank’s online services, please contact your local branch in order to enroll and take this easy step in helping keep the community we know and love safe.

These participating institutions want to encourage everyone to come together, remain positive and support our small businesses. We are here to support all of you and our communities to ensure we all come out of this stronger than before.

UPDATE: School Board announces updated hours for Feeding Program

Beginning Wednesday, March 18, 2020, any child who is 18 years of age or younger will be able to pick up breakfast and lunch between 9:00 a.m. and 11:00 a.m. on Monday – Friday at 9 schools + Cloutierville. Staff will be available during these times at the front of each school to provide meals to go. During the week of March 23 – 27, 2020 and on April 10, 2020, NPSB will not be providing pick-up meals due to scheduled breaks.

Parents can simply drive through for pick-up or children can walk to the feeding site; however, children must be present to receive the meals. They do not have to be a student at the school to receive breakfast or lunch.

SHERIFF JONES MODIFIES CIVIL BUREAU OPERATIONS SERVICE AT MAIN OFFICE IN NATCHITOCHES PARISH COURTHOUSE

As we continue to be committed to safeguarding the lives of the people we serve and our deputies, we are modifying some of our services and procedures to limit the exposure and to mitigate COVID-19 issues as much as possible according to Natchitoches Parish Sheriff Victor Jones.

Effective immediately (3/17/2020), due to the recent aggressive measures to prevent the spread of COVID-19, the Natchitoches Parish Sheriff’s Office will be implementing the following procedures until April 13, 2020 (full operations will be reevaluated seven days prior):

•Traffic/Incident Reports
To obtain a copy of a traffic or incident report individuals will need to do so by mail if the Natchitoches Parish Sheriff Office worked the accident a copy of the report can be obtained by calling 318-357-7840, by fax 318-352-7377, by email (kmetoyer@npsheriff.net), or written request can be mailed to:

Payment must be mailed with the request in the form of a money order payable to NPSO in the amount of $5.00. If the Louisiana State Police worked the accident, the report would have to be obtained from Troop E in Alexandria, LA.

You are required to mail a copy of your State issued I.D. along with your request; the cost is $10.00 payable by money order to the Natchitoches Parish Sheriff Office.

•Criminal Bonds
Criminal Bonds will only be processed Monday – Friday from 8:30 AM – 3:30 PM. The bondsman will be the only person permitted in the office to complete the bond. If you wish to complete a property bond, you will need to contact the Natchitoches Parish Clerk of Court Office at 318-357-8152 to get information on what days and times a property bond can be processed. Information concerning the bond for a defendant can be obtained by contacting NPSO Records Division at 318-357-7805 or 318-357-7840.

•Fines/Citations
To make payments to the Natchitoches Parish Sheriff’s Office for Fine payments and Citation payments (Tickets), you have three (3) options.

1. Mail-in payments. (payments must be cashier’s check or money order. No personal checks will be accepted. Payments should be made payable to the NPSO and mailed to P.O. Box 266, Natchitoches, LA 71458.

2. Make payments online. Visit our website (www.npsheriff.org). Scroll towards the bottom of the homepage and select the gold box labeled “pay tickets and fines online.” * There is a service fee for processing payment(s) online. The total charge amount will be displayed prior to submitting the payment. The fee is 3.5% of the total amount being paid.

3. Make payments via phone. To make a payment by phone, please call (877) 793-7141 Mon – Fri 8 AM – 8 PM and Sat-Sun 10 AM – 2 PM EST. Once you have submitted your payment, you will receive an email letting you know if your payment has been accepted or rejected.

•Parish Property Taxes

To make payments to the Natchitoches Parish Sheriff’s Office for Parish Property tax payments, you have two (2) options.
1. Mail-in payments. (Payments may be cashier’s check, money order, or personal checks.) Payments should be made payable to the NPSO and mailed to P.O. Box 266, Natchitoches, LA 71458.

2. Make payments online. Visit our website (www.npsheriff.org). Scroll towards the bottom of the homepage and select the gold box labeled “pay taxes online.”

* There is a service fee for processing payment(s) online. The total charge amount will be displayed prior to submitting the payment. The fee is 3.45% of the total amount being paid with a minimum charge of $3.95.

•Fingerprinting & Sheriff Sales will be suspended until further notice.

Natchitoches, LA, March 17, 2020 – In an effort to slow the spread of the novel coronavirus (COVID-19), the Natchitoches Parish Library Board of Control voted to close both library branches, effective immediately. This closure will run through Monday, March 30.

Library Director, Jessica McGrath, emphasized that the closure is to protect staff and patrons. “We are all doing what we can to keep our community safe and encourage social distancing.”

Although physical locations will be closed, patrons can still take advantage of the digital services the library has to offer. Ebooks, audiobooks, movies, music, and comics can be accessed through the libby and hoopla apps. McGrath noted that staff will be monitoring the library’s social media and email accounts to answer questions and assist patrons. “If you are unsure how to check out an ebook or set up an account, email us at info@natlib.org or message us on the library’s Facebook page. We’ll walk you through it.”
During the closure, all fines will be suspended and all library materials currently checked out will be automatically renewed.

Library Administration will continue to monitor updates on the COVID-19 outbreak. Decisions to reopen the library, or to extend its closure, will be based on new developments regarding the spread of the virus and directives set by the government and health officials.

Gov. Edwards Announces Aggressive Measures to Prevent the Spread of COVID-19

March 16, 2020

Today, Gov. John Bel Edwards took additional significant measures to reduce the spread of COVID-19 in Louisiana, further limiting the size of gatherings to fewer than 50 people, closing casinos, bars and movie theaters and limiting restaurants to delivery, take out and drive-through orders only. These changes are effective statewide at midnight. Operations may be able to resume on April 13, however, the situation will be reevaluated seven days prior. In Louisiana, there are 132 confirmed cases of COVID-19 and two people have died.

“More aggressive steps are necessary to fight the spread of COVID-19 across Louisiana. Following additional guidance from the CDC, gatherings of more than 50 people are no longer permitted, bars and casinos must close and restaurants will only be able to offer take out or delivery,” Gov. Edwards said. “These limitations were difficult to make, but they are necessary to slow the spread of COVID-19, protect the health of Louisianans and flatten the curve.”

“What we’re learning is that it can take two weeks for symptoms to appear. We believe we are still unearthing community spread that’s been around for the past several weeks, which means it is a statewide problem that requires statewide solutions,” Gov. Edwards said. “In addition to meeting with Sen. Bill Cassidy this morning who is supportive of our efforts, I was also on a call with President Trump and Vice President Pence that lasted more than an hour and they were very clear that we must significantly expand our mitigation efforts to slow the progress of COVID-19 before there is more community spread. Action must be taken now, even in areas where there are no confirmed cases yet.”

The Governor will update his public health emergency proclamation to include the following:

Gatherings are limited to no more than 50 people.
Casinos and bars will be closed.
Restaurants will be closed to patrons eating on site. Take-out, drive-through and delivery orders are allowed.
Movie theaters will be closed.

Tenth Judicial District Court issues order to reduce spread of Covud-19

The Tenth Judicial District Court, in accordance with the order rendered on March 16 by the Louisiana Supreme Court in response to the recent outbreak of Coronavirus Disease 2019 in Louisiana, Gov. John Bel Edwards’ declaration of a public health emergency., and President Trump’s declaration of a national emergency on March 13, and in consideration of public health recommendations to reduce the risk of exposure to the virus and slowing the spread of the disease while balancing the need to maintain access to Louisiana Courts:

It is nearby ordered that all jury trials, both civil and criminal, scheduled to commence in the Tenth Judicial District Court of Louisiana in Natchitoches Parish between the dates of March 16-April 30 are hereby continued to a date to be reset by local order. Except otherwise provided herein, all civil trials, hearings and court appearances set for any date between the date of March 16-27 are nearby continued to a date to be reset by local order, except for hearings related to cilvil protective orders, child in need of care proceedings, emergency child custody matters, proceedings for children removed from their home by emergency court order, proceedings related to emergency interdictions and mental health orders, matters of public health related to this crisis and other emergency matters necessary to protect the health and liberty of individuals as determined by the court.

Criminal initial appearances for adults and juveniles, arraignments for incarcerated individuals and bond hearings shall continue as scheduled and shall be conducted with the use of telephone and video conferencing whenever possible. In person contact shall be limited as much as possible by utilizing technologies, including alternative means of filing, teleconferencing, email and video conferencing.

This order expressly does not prohibit any court proceedings by telephone, video, teleconferencing, or any other means that do not involve in-person contact. This order does not affect courts’ consideration of matters that can be resolved without in-person proceedings.

NPSO: DEPUTIES ARREST NORTH NATCHITOCHES PARISH MAN IN THEFT OF LICENSE PLATE FROM NRMC

Natchitoches Parish Sheriff’s Deputies arrested a north Natchitoches Parish during a traffic stop near Campti on Friday evening according to the Natchitoches Parish Sheriff’s Deputies.

On Friday evening March 13 at approximately 9:45pm, Deputies assigned to the NPSO Patrol Division were patrolling on La. Hwy 9 north of Campti when they observed an older red Jeep reportedly involved in the theft of a license plate off a vehicle in the parking lot of Natchitoches Regional Medical Center in Natchitoches.

Deputies stopped the vehicle on La. Hwy 9.

Deputies identified the operator of the 1993 Jeep as 45-year-old Sammy Smith of Campti, La.

Deputies learned during the traffic stop, that Smith’s driver’s license was suspended and the license plate sticker had been stolen off a vehicle in Natchitoches.

Sammy Smith, 45, of La. Hwy 486, Campti was placed under arrest, transported and booked into the Natchitoches Parish Detention Center charged with Illegal Possession of Stolen Things (License Plate), Driving under Suspension, No Registration and other traffic offenses.

Smith also has a parole hold placed on him by the La. Department of Probation & Parole-Natchitoches Office.

Smith remains in the Natchitoches Detention Center.

The vehicle was impounded by a local wrecker service.

Deputy D. Pleasant was assisted by Lt. B. Powell and Reserve Deputy R. Griffith.

CITY TAKES ACTION IN RESPONSE TO COVID-19

NATCHITOCHES – By order of the Mayor of the City of Natchitoches, effective immediately, all access to city buildings will be restricted to the public for the safety of the employees and citizens until further notice. Although our offices will be restricted to the public, our employees will continue serving the public during regular business hours via phone or email. This restriction on access to City buildings includes the Martin Luther King, Jr. Recreation Center.

On Friday, March 13th, Governor John Bel Edwards declared a statewide Public Health Emergency. Given the severity and the uncertain impact of the Coronavirus on the State of Louisiana immediate action is required to ensure utility service is not disconnected for non-payment. Although the City of Natchitoches does not fall under the order of the Louisiana Public Service Commission, we will not disconnect any utility customer for non-payment during this time. However, while no late fees will be incurred, please be mindful that utility customers will be responsible for the utility consumption during this time and should remit payment as soon as possible.

The City of Natchitoches would like to encourage our citizens at this time to be safe and mindful of others when going out in public. If you are experiencing symptoms which include fever, cough, and/or shortness of breath you should remain isolated until seeking the advice of your medical provider in order to prevent the spread of illness in our community. Community events and private gatherings whether indoors or outdoors should be limited to 50 people, but we are advising events be postponed to a later date at this time.

As more information evolves regarding the COVID-19 pandemic, restrictions on access to other businesses could become stricter in the event the virus is presented in our community. THEY TRASHED MY NAME!!

A PUBLIC SERVICE ANNOUNCEMENT

If you’re not careful, they’ll trash yours too!!

Many cites generally consider it legal for people to rummage through trash that has been left in a public area such as a curb awaiting pickup. Once the garbage is placed in such a place, the person has basically forfeited their ownership rights to the items, as the property is now in the public domain.
But wait.

In the state of Louisiana you are also responsible for your trash even AFTER it leaves your property? Essentially, you are accountable for where your trash winds up until it makes it to the landfill. That means, even if the garbage man places it in to the back of the dump truck and it flies out, if it’s sitting on the side of the road and it can be proven that it is YOUR trash that is littering the road (i.e. your address on mail, shippers, etc.), YOU ARE RESPONSIBLE. YOU WILL BE CITED. But, did you know that if someone comes along, rummages through your trash, takes it and dumps it illegally that once again, if it can be proven it is YOUR trash – you WILL BE CITED?
This is legal, my friends! A random individual may rummage through your trash, take what he/she wishes to take and leave with it. It is ILLEGAL for them to dump the trash in anything other than an authorized dumping area, however, they won’t be cited if they aren’t seen doing it and IF there is any proof in the trash they took and dumped that it is YOURS, you will be cited for THEIR illegal actions.

I am taking the time to write this public service announcement because this very thing happened to me. I am a tax paying resident of Natchitoches, having recently moved here just a few short years ago after retiring from the Los Angeles Sheriff’s Department at the rank of Sergeant. I, with my family, built our dream home and have entered the next chapter of our lives. Being a city resident, I pay for my trash to be picked up and removed off of my property. I was ridiculously confident that I was doing what was required of me. Placing my rubbish curbside after I diligently bagged, packaged, bundled and prepared my trash to be picked up by the city.

On the evening of Wednesday, February 19, 2020, I received a visit from two Officers with Wildlife & Fisheries. I was in the midst of receiving my 8U Basketball team to take them to a NSU Demons game. My family and some members of my basketball team were watching as I was ‘READ MY RIGHTS’, and only then, after I was read my rights was I told that I was being given a CITATION for ILLEGALLY dumping my trash in a remote area at the edge of town. You cannot even begin to fathom the humiliation I felt, in front of children who look up to me as a role model and In front of my own family, who has proudly watched me as I served my country as a First Responder with integrity and strong morals.

THIS CITATION DID NOT BELONG TO ME. But I stood there, humbly listening to the Officers who showed me they had ‘proof’ it was my trash – a shipping label off of an Amazon box. And because of this, it was my responsibility. In all of my years of life, I have NEVER been read my rights and all I could think of was “I now know how an innocent person must feel when they are read their rights”.

After a bit of discussion with the Officers, and the review of pictures that were taken at the dumpsite, my memory was triggered by items that I had prepared and left curbside on January 13, 2020, after cleaning of my storage unit and bagging a bunch of leaves. I told the officers that I had found it strange after placing my rubbish curbside, I witnessed two white males quickly stopping to collect my trash bags into the back of their truck. Apparently, they took my bags, rummaged through them, and then threw the bags along “Dirt” Blanchard Road. Regardless of the fact that I had personally witnessed someone removing trash from my property that were not city appointed individuals, and because I did not have a license plate or name of the individual, I was deemed the person at fault, guilty of a crime I did not commit and subsequently received the citation for legally placing my trash at the curbside.

The violation on my citation was: Revised Statute 30:2531.1- Gross littering prohibited. Section (2) “When litter disposed in violation of this Section is discovered to contain any article or articles, including but not limited to letters, bills, publications, or other writings, which display the name of a person or in any other manner indicate that the article belongs or belonged to such person, there shall be an inference that such person has violated this Section. Section (C) The person shall be cited for the offense by means of a citation, summons, or other means provided by law. Section (D.1) Whoever violates the provisions of this section shall upon first conviction, be fined not less that $500.00 nor more than $1000.00 and sentenced to serve eight hours of community service in a litter abatement work program as approved by the court.

Many of you are probably saying; “Just don’t throw anything away that would lead back to your residence, or with your name on it!” and I fully agree with you. This is of course a very important thing to do regardless of trash responsibility. The purpose of this public service announcement is to 1) Make the public aware of their legal responsibility when it comes to trash disposal, and 2) Encouragement to each of you to contact your local officials and begin the process of possibly changing laws.

We need to rally together as a community and find a way to make the ‘Trash Scavengers who turn in to Illegal Dumpers’ accountable. In my experience, there are two types of these scavengers, turned illegal dumpers. The first, being a refurbish/re-sale individual. The second, a drug addict looking for something to sell to get their “fix”. If we don’t find ways to fix this growing concern, we will continue to suffer at the hands of Officers who are performing their duties to cite individuals who ‘appear’ to be illegally dumping even if we are law abiding community members.

Lets work together to tackle this ever-growing issue: More and more cities are passing curbside trash laws in an attempt to tackle scavengers from rummaging through trash or removing trash from the premises. Steps a city might want to entertain:

1. Enact “Anti-Scavenging Laws” to keep people from stealing (and making money from) your discarded items.
2. If you want to give something away for free, place a sign on it Or place an ad on sites like Facebook Marketplace with a ‘curbside alert for free’.
3. If you see something in your neighbors’ trash you want, simply ask them if you can have it.
4. Make it a crime for anyone, other than City Refuse or law enforcement, to remove your bagged trash at the curbside.

I retired to this lovely small town to raise our 8-year-old son and to be closer to my mother. I’m known around town now as “Coach Dodd” because I’ve coached my son’s baseball, basketball, and soccer teams. I’m building a name for myself, and my family, in this community and maintaining my integrity is extremely important. I’m also doing this PSA because I don’t want what happened to me to happen to anyone else. It was deeply humiliating.

My name was trashed (metaphorically) don’t let them trash yours too.

Parish Council holds brief meeting amidst Covid-19 outbreak

The Natchitoches Parish Council held a brief meeting Monday night, March 16. No department heads were present as the Parish Government is trying to limit the number of people in the same area during the coronavirus outbreak. Everyone at the courthouse will be scanned for their temperature and asked to use hand sanitizer before visiting any of the offices.

Agenda items included:

Appoint Sonya Hall and LaMario Fortson to the Natchitoches Parish Children and Youth Planning Board

Appoint Mike Newton to the Natchitoches Parish Hospital Service District Board

Introduce Ordinance No. 005-2020 creating Natchitoches Parish Sewer District No. 2, establishing the geographical boundaries of the District, creating a Board of Commissioners to manage the District and establishing the makeup and authority of the Board. This just establishes the fact that the Parish Council will set up a Board so there’s no delay once they’re ready to begin. The Parish is still in negotiations with TESI.

Surplus the Parish Library roof, which received hail damage. The money for the new roof is coming from library funds and an insurance claim. The Library Board voted to donate the old copper roofing to the Parish, who will resell it for scrap material for an estimated $60,000, which can then be put back into the general fund or the highway department fund (the Board will decide at a future date).

Execute an agreement with 4-K Farm and Trucking for the transport and disposal of scrap tires that are left at the landfill. The company leaves a trailer on site and picks it up when it’s full. The Parish gets about $750 per truck with about 3 trucks filled per year.

Approve an agreement with the Northwest Louisiana Council of Governments and the Coordination and Development Corporation for the purpose of applying for grant funding and acting in support of watershed region management activities and in conjunction with the State of Louisiana Watershed Initiative. This is a proactive step as the Parish tries to mitigate its flood damage in the future.

Award contract to Tarver Industries LLC of Alexandria with the lowest bid of $766,943 for the resurfacing of Payne Subdivision, Phase 2.

Execute an online agreement subscription with Dude Solutions Inc., which will allow Department of Public Works employees and members of the general public to have an online tool that tracks completes and ongoing projects performed by the Department of Public Works. This agenda item did not pass as Council member Patsy Ward Hoover had left the meeting and John Salter and Jim Kilcoyne voted against it. Parish President John Richmond brought this item before the Council as a measure to increase the Parish’s transparency when it comes to road work. The first year fee would be $13,000 with a $9,000-10,000 annual maintenance fee thereafter. This item will have to be brought back up before the Council.
