Gov. Announces Major Federal Investment in Broadband Expansion – 1.89 Million in Natchitoches

Gov. John Bel Edwards was joined by state lawmakers, locally elected leaders in North Louisiana and Higher Education Commissioner Kim Hunter Reed on July 25 to announce a $130 million investment from the American Rescue Plan to bring more affordable and accessible internet to more than 66,000 households and small businesses through Internet Service Providers in 50 parishes. Applications for the first phase of the grant were submitted through Louisiana’s broadband grant program called Granting Unserved Municipalities Broadband Opportunities (GUMBO).

The total investment from the American Rescue Plan is $176 million, out of which today’s announcement of $130 million is being used for this first phase. Parishes not included in this first round will have another opportunity to participate in the program. Visit http://www.connect.la.gov to see the list of parishes.

This first round of GUMBO funding obviously does not immediately solve our broadband challenges in Natchitoches Parish, but it is an important first step in reaching our goal of making high speed internet available to every citizen of Natchitoches Parish. I look forward to working with local leaders and citizens to make sure that the connectivity needs of Natchitoches Parish are prioritized during the second round of GUMBO funding and all subsequent broadband expansion investments.”

The announcement highlights the important groundwork that Gov. Edwards began in 2019 when he signed an executive order creating the Broadband for Everyone Louisiana Commission with the goal of eliminating the digital divide by 2029.

“We learned a great deal from the pandemic about how critical it is to have high-speed internet in Louisiana,” said Gov. Edwards. “With today’s announcement we are one step closer to reaching our goal of eliminating the digital divide in the next seven years. However, we are not just stopping here. We have another $43 million in funds from the ARP we will award by October, and we are expecting an additional significant amount of federal funds from the bipartisan Infrastructure Investment and Jobs Act that will be awarded next year to continue to address access, affordability and literacy.”

Broadband access and affordability are intrinsically linked to better outcomes in education, healthcare, economic development and much more. Federal funds from the American Rescue Plan and the bipartisan Infrastructure Investment and Jobs Act will provide the resources necessary to help Louisiana resolve many of our broadband challenges.


ROAD CLOSURE JULY 27 – EAST 5TH STREET BETWEEN KEYSER, SCARBOROUGH

The City of Natchitoches would like to advise the public that on Wednesday, July 27 East 5th Street between Keyser Ave. and Scarborough Ave. will be closed to vehicular traffic beginning at 8 A.M. until 4 P.M.

This street closure is due to street repair. When traveling near the work zone, motorists are advised to exercise caution and to observe all warning signs.

The Subtle Art of Staying Behind

Unless you were born with four-leaf clovers in both hands, you are semi-cursed with the Give-Take Principle, or the GTP. Also called the Law of Staying Behind. 

Whenever you get a little extra money, something will happen to snatch that money right out of your greedy little paws. Seldom does this fail. 

My first real run-in with this reality was December, 1987. I went to The Great Louise at the newspaper — besides having a heart as wide as the Red River, she knew Everything about Everything — handed her an envelope and told her I’d accidentally been given an extra paycheck that week. 

“That’s your Christmas bonus,” The Great Louise said. 

Those were the days. 

When the tears had cleared enough for me to see, I drove my truck straight to what was then Pioneer Bank — “The bank with the open door from 9 ’til 4” — deposited my check, wept some more, then started to crank my truck. 

Key broke off in the ignition.  

Cost 80 bucks to fix. Merry Christmas to the locksmith, not so much to me. 

Fate giveth money, fate taketh money away. 

For some reason at the first of this month, we had a little extra money. So it was not a big hit when the envelope came in the mail, as it does every six months, with the car insurance due. 

$461.57. 

But also in the mail was the annual termite prevention bill. 

$289.00. 

An attention-getting one-two punch, but not one that would put you on the mat. 

Except then the electric bill notice came by email. I was scared to open it. 

And … for good reason. It shattered the previous monthly record by nearly $200. 

Good thing I was sitting down. 

Something was going on. The Give-Take Principle. The indisputable Law of Staying Behind. 

It was more expected than surprising that evening when the musty smell under the sink turned out to be a plumbing leak in an old cast iron pipe, a pre-PVC situation. Easily fixable — once a carpenter moved a cabinet and cut some holes in the wall. 

Plumbing cost? $509.00 the first day, $1,013.20 the second. 

Carpentry? Jury is still out on that one, but we’re saving up. 

It would have been easier to save up if, during the weekend before the plumbing was totally fixed, the plumbing in the back of the house hadn’t backed up. So, while plumbing was getting fixed in the kitchen, the “clean-out” guys were on the roof, running a roto-rooter thingy down the old cast iron pipes back there, ones that will eventually leak of course, and mercifully cleaning that out. 

$330.00.

Thought it was going to be worse so was grateful. What was worse were the two new tires I had to get the next day. 

$427.74. Gotta have tires.  

Two days later I took those tires and the rest of my car to my stud mechanic friend because my AC had gone out, the battery was draining, and surely that meant alternator trouble and another story for another time but the bottom line equals $357.19 and I wept like a small wet child for joy because I thought it would be much worse. 

It’s at times like this I’m grateful to mow grass. Nothing can get to you when you’re out there mowing grass. So that’s what I did — until my mower broke. 

Of course, it did. 

The next day I put it in my repaired car and left my repaired home and drove it to the shop and left it. The next day I called to check on it. 

Needs just one part. Just That One Part. 

Unfortunately, Just That One Part is on backorder. 

Of course, it is…

Rho Beta Omega Chapter of Alpha Kappa Alpha Sorority awards Scholarships to area students

Rho Beta Omega Chapter held its annual Scholarship Recognition Program recently. Scholarship recipients and their parents were in attendance. Eleven students from Lakeview High, Natchitoches Central and Ringgold High School were awarded scholarships.

Raegan Washington, president of Eta Chi Chapter at Northwestern State University served as guest speaker. Mrs. Madeline Valrie, Scholarship Chairman gave words of encouragement to the recipients and was assisted by Mrs. Shondrika Robertson, vice president of Rho Beta Omega Chapter in presenting certificiates of Achievement to the recipients.

Rotary Club learns about volunteering with World Central Kitchen

Joe Cunningham was the July 26 Rotary luncheon guest speaker. He traveled to Poland to volunteer with the World Central Kitchen, sponsored by Chef Jose’ Andres’, and assist in feeding the many Ukrainian immigrants arriving in Poland due to the war with Russia. Ms. Cotter’s Character

A New York television show was due to begin broadcasting in two weeks. In the 1950s, television was broadcast live before a studio audience. There was no editing. The production had one serious problem; they were having trouble casting an actress to play the lead character’s wife. They had considered numerous actresses but could not find one who fit the role. The lead character had the final say in who played his wife. Actresses were either too tall, too short, too big, too small, too loud, or too quiet.

Audrey Cotter was performing in the Broadway production of Top Banana and had appeared on several television shows including The Amazing Mr. Malone (1951), The Bob & Ray Show (1951-1952), and Lux Video Theatre (1952). She agreed to help the production find the right actress. She suggested just about every actress she knew, but the leading man always had a reason why none of them would fit the part. Finally, Ms. Cotter said she knew the perfect actress for the part, herself.

Ms. Cotter, an experienced professional actress was immaculately dressed in the current style, her makeup and hair were flawless, her movements were graceful – the leading man knew she was all wrong for the part. He quickly pointed out that the character was supposed to be a blue-collar housewife who, along with her husband, portrayed their daily struggle for survival in New York City. He explained that she was “all wrong.” She was too young, too pretty, and, above all, too glamours for the part. No one would believe she could be married to him. Ms. Cotter left the meeting feeling rejected, although being rejected for being too young, too pretty, and too glamorous must have softened the blow somewhat.

Ms. Cotter was not too serious about getting the part until she was turned down. She became a determined woman. On the walk back to her apartment, she told her agent to return to her apartment the following morning with a photographer. Ms. Cotter stayed in bed until the agent and photographer rang her bell. She let the men into her apartment. Her hair was mussed up, she wore no makeup, she wore a blouse—she had torn one of the sleeves for the occasion—and donned an apron. She walked into her cluttered kitchen and the photographer took several pictures. They developed the photographs and sent them back to the casting person with no name attached.

The lead man looked at the pictures. Her shoulders were slumped, one hand rested on the countertop as if to keep her from collapsing from utter exhaustion. Rather than a smile, Ms. Cotter’s expression was one of disdain as if she were about to ask, “What can happen next?” The lead man said in rapid succession, “Oh, My God. That’s [her]. Who is she? Where is she? Can we get her?”

Ms. Cotter got the part. The lead man was unaware until sometime later that he had already rejected her for the part. Although the television sitcom lasted just a single year, Ms. Cotter’s character became one of the most beloved in television history, Alice Kramden.

Few people know the actress as Audrey Cotter. The world knows Alice Kramden by her stage name, Audrey Meadows. The man who rejected her for the part played her husband in the show. His name was Jackie Gleason. She, along with her husband, Ralph, and upstairs neighbors Ed and Trixie Norton, were… The Honeymooners.

Natchitoches Parish Early Childhood Network staff, site directors attends

The Louisiana Department of Education hosted its inaugural 2022 Powering Up Early Childhood Conference on July 21-24 to provide opportunities for education and training to child care providers, teachers and families regarding all aspects of Early Childhood.

Along with over 2,300 Early Childhood professionals in attendance, the City of Natchitoches Early Childhood Development’s Early Childhood Coordinator Amy Metoyer-Roberson and Orchard Foundation Program Manager for Early Childhood Rebekah Simpson attended the conference in New Orleans, as well as: Director/Owner Aneesha Abdullah of A to Z 123 Preschool, Director Jessicus Berry of Bright Beginnings, INC, Owner Faye LaGrange and Director Tina French of Fays Daycare, and Director Angela Bullock, Lead Teachers Chelsea Mitchell and Mary Millet of Lil Rascals Daycare in Provencal.

The content and breakout sessions supported the following LDOE Believe to Achieve educational priorities:

NPSB Not Moving Forward with Property Tax Increase Discussion

At the July board meeting, the Natchitoches Parish School Board brought up the discussion of presenting a property tax increase to be included on the ballot in December. The Natchitoches Parish School Board has decided not to move forward with the property tax increase and will not discuss it further.

This millage increase was an intention brought up to help the Natchitoches Parish School Board fund the salaries for school resource officers as well as ensure new security measures at the schools in the district.

“After much feedback from the public regarding the intention of presenting a property tax to be levied on the December ballot,” says Natchitoches Parish School Board President Reba Phelps. “We have decided not to move forward in that direction. We are aggressively seeking funding options. We want the public to be assured that we are listening, and school safety is remaining a top priority that will never be removed from the table.”


City Council works to improve water supply

The City Council approved two resolutions at its July 25 meeting that will mean more water for Powhatan, Natchitoches

Agenda items:

  • Advertise For Bids For The Water Distribution And Production System Improvements; Powhatan Connection (Contract I, Water Well) LCDBG FY 2020-2021 Potable Water Improvements SCC Project No. 3080 (Bid No. 0651)
  • Advertise For Bids For The Water Distribution And Production System Improvements; Powhatan Connection (Contract II, Water Mains And Site Work) LCDBG FY 2020 Potable Water Improvements SCC Project No. 3080 (Bid No. 0652)

With the grant the City will build a pipeline to Powhatan to be a backup emergency supply and then build a water well on waterfall road to be a supplemental supply for the City of Natchitoches. Powhatan residents use about 20,000 gallons of water per day. The water well will yield about 300,000 gallons per day. That’s a 275,000-280,000 supplement for the City.

Natchitoches Needs a New City Pool

City Pool built in 1954

Dwight David Eisenhower was President of the United States. The Dow Jones Industrial Average was a bit over 400. Color televisions were a year old but were far from common. In another historical note, the City of Natchitoches began construction of the city swimming pool. The year was 1954 and that pool is still in service, quite a bit worse for wear after almost 70 years.

There is no way around it, the city pool has served our city well since 1954, but it is long past time to replace it. Mayor Ronnie Williams was joined by city leaders and representatives from EJES, an engineering and construction firm, in presenting four different plans for a new city pool and soliciting public feedback.

Natchitoches Parks and Recreation Director Kevin Warner and Pool Manager Kellie Fuller detailed the problems of the aging pool infrastructure. The pool leaks water. The pumps and the chlorination system are old and prone to failure. The pool no longer has a deep end, making swimming and lifeguard instruction difficult as well as detracting from the children’s experience. Quite simply, the pool has become a money pit that can not be brought back fully into economical service.

Mayor Williams stated that there was between 1.8 and 2 million dollars to construct a new pool. The four options range in expense from a relatively inexpensive option one outdoor pool to option four that boasts a glass roof. An audience of civic leaders and local citizens were able to see architectural drawings and voice their opinions as to the best way forward.


Parish Council set to approve Dollar General in Fairview Alpha

The Natchitoches Parish Council will vote to approve a zoning change at its Aug. 15 meeting that will bring a Dollar General to Fairview Alpha. The store will be located at 220 Hwy 71-84. This ordinance was originally introduced to the Council on July 18. It will affect a zoning change from Industrial-Agriculture (I-A) District to a Business-3 (B-3) District for the purpose of a Dollar General store on a 1.381 acre tract that is being divided from an approximately 7.221 acre parent tract with a variance for parking lot requirement reduction to 30 parking spaces.


Louisiana Birding Trail Meetings: Natchitoches on August 3

The Louisiana Office of Tourism has scheduled a series of statewide Louisiana Birding Trail meetings as a follow-up to the original meetings held across the state on July 12-16, 2021. This set of meetings is scheduled August 1-5, 2022 in Baton Rouge, Lafayette, New Orleans, Natchitoches and Shreveport.

Since the first meetings, much work on the Louisiana Birding Trail project has been completed. At these meetings, staff from the Louisiana Office of Tourism will present an update to the Louisiana Birding Trail project, such as birding site nominations; assessments of all nominated sites, presentation of the recommended birding trail sites and showing possible birding trail mapping and interpretive content for the website to be created.

The intent of the Louisiana Birding Trail project is to improve the visitors’ experience, maximize the value of Louisiana’s outdoor resources, open new visitor markets, and assist communities across the state to promote their respective areas to national and international visitors.

These public meetings allow for public feedback and input into the process and birding site recommendations. Demons add Florida prep phenom Hansel Enmanuel – Interview Included

The 10th signee in the Northwestern State men’s basketball Class of 2022 is the most recognizable.

Hansel Enmanuel, an ESPY finalist who participated in the prestigious pro-am Drew League in Los Angeles this past weekend, has signed a national letter of intent with the Demons and first-year head coach Corey Gipson.

Enmanuel is a three-star recruit according to 247Sports.com and On3.com and is the No. 243 prospect nationally according to On3. He was rated the No. 22 overall prospect in Florida after a senior season in which he averaged 25.9 points, 11 rebounds, 6.9 assists and 3.4 blocks per game for Life Christian Academy in Kissimmee.

“He is a fierce competitor,” head coach Corey Gipson said. “The way he goes about his business, his preparation, you can just tell he has a way about him. He has a chip on his shoulder to always make a first impression. That’s something that really struck me and the staff. He never takes a second, a minute, a half, a possession for granted. He plays every one like it’s his last. It’s a blessing for us to have someone with that mentality.”

A 6-foot-6 guard who lost the majority of his left arm to amputation after a cinderblock wall collapsed on him at age 6, Enmanuel was nominated for “Best Play” at this year’s ESPY Awards, which were held in Los Angeles on July 20.

A native of the Dominican Republic where he spent his first two years of high school, Enmanuel participated in the Drew League this past Saturday, drawing praise for his athleticism and competitiveness while playing for BB4L.

Enmanuel chose Northwestern State over offers from Memphis, Tennessee State and Bethune-Cookman.

“I am grateful to be part of the team at Northwestern State University,” Enmanuel said. “I am looking forward to a great season and thank you to everyeone who has given me a warm welcome from the NSU family. This is just the beginning.”

Enmanuel joins Reggie Hill, Majok Kuath, Joshua “Greedy” Williams, Isaac Haney, Jalen Hampton, Dayne Prim, Demarcus Sharp, Ja’Monta Black and Jordan Wilmore in Gipson’s first NSU signing class.

“From Day 1, when we mentioned it to the guys who were on the roster, they said, ‘Coach, we love him,’” Gipson said. “They said let’s make him family.”

Lady Demons release 2022 schedule

The 2022 Northwestern State volleyball schedule presents the Lady Demons with perhaps one of the most competitive lists of matches it has seen in recent years.

Beyond the 18-match Southland Conference slate that begins for NSU on September 15 at Southeastern, the Lady Demons have three tournament weekends packed with familiar faces through the first three weeks of the season.

“We have a good mix of veteran players and youth on the roster this year,” eighth-year head coach Sean Kiracofe said. “I believe this schedule will allow us to benefit from some experience together while being tested before the conference schedule starts. We’re excited for the additions to the conference schedule and to be able to get back to some old rivalries.”

The Lady Demons open the season by taking on ULM on Friday, August 26 at the Texan Invitational, hosted by Tarleton State, who they play in the second match of opening day later that evening.

The match with the Texans is one of three on the year against teams NSU has not played before, including the first Saturday opponent Fairleigh Dickinson out of the Northeast Conference and new Southland foe Texas A&M-Commerce (Oct. 15 and Nov. 12).

After a weekend at the Mizzou Invitational to open September, the Lady Demons will spend three days in Hammond opening SLC play (Sept. 15) and then battling three other Louisiana schools at Southeastern’s Battle for the Boot tournament Sept. 16-17.

NSU faces Louisiana Tech, ULM for a second time on the year and Southern in the five-team tournament.

The lone non-conference home match of the season comes for the Lady Demons the next week when they face Texas Southern (Sept. 20) at 6:30 p.m. as the first competition on the redesigned court in Prather Coliseum and the final match before the bulk of the conference slate begins.

The Lady Demons start with three straight road matches before hosting Texas A&M-Corpus Christi (Sept. 29) for the first of three home matches in a two-week span – Houston Baptist (Oct. 1) and Nicholls (Oct. 13).

They have two more home contests after the first trip to Commerce (Oct. 15) with a home weekend against McNeese (Oct. 20) and Lamar (Oct. 22). Perhaps the most challenging conference road trip of the season comes the following week with matches at Houston Baptist and AMCC on the final weekend of October.

Four of the final five matches of the season for NSU will take place in Natchitoches – Southeastern (Nov. 1), New Orleans (Nov. 3), UIW (Nov. 10) and TAMUC (Nov. 12) – leading to a return to Hammond for the Southland Conference Tournament Nov. 17-20.

Prior to opening weekend, the Lady Demons will play a Purple/White scrimmage on Aug. 17 in Prather Coliseum and a road exhibition match against Stephen F. Austin on Aug. 20 as their final preparations before the season begins.
