Outpatient Medical Center (Natchitoches Headquarters) is looking for a fulltime CFO to join our leadership team and report to our CEO and Board of Directors. The CFO is responsible for fulfilling all financial and collections priorities/requirements of the organization and to effectively manage and direct assigned staff. Must be willing to join a new leadership team and continue improvements initiated over the past two years – necessary to rebuild an organization once seriously threatened financially.
A successful candidate will not only be knowledgeable but also an excellent communicator with the ability to clearly explain fiscal and budgetary matters to executives and policy-makers.

Must be exceptionally organized, assure accuracy of reports and tasks, and meet deadlines in a proactive manner. A successful candidate will have a record of highly responsible CFO experience in a healthcare setting, managing and accounting for multiple grants and revenue sources. OMC will also consider progressively responsible candidates who have extensive FQHC experience with audits, budgeting, management reports, accounting, billing, and supervision.

Cab Tab

On the morning of November 10, 1980, Daniel Irvin Jr.’s plane landed at O’Hare International Airport in Chicago, Illinois. With no one to pick him up from the airport, Daniel hailed a cab driven by 38-year-old Gene Phillips. Daniel asked Gene if he was familiar with Castlewood Terrace. Although Gene had been a taxi driver in Chicago for a dozen years, he replied that he did not know the street. In fairness, Castlewood Terrace was a block-long street in the prestigious Lakefront district. Daniel gave Gene directions to the location. “Go down the Kennedy [Expressway] to Lawrence. Go east on Lawrence, and Castlewood would come in between Marine Drive and Sheridan Road. They stowed Daniel’s luggage in the trunk and set off.

Gene followed Daniel’s directions – Kennedy Expressway to Lawrence, east on Lawrence, past Sheridan Road. As he passed Sheridan Road, Gene began looking for Castlewood Terrace. Daniel said it would be between Marine Drive and Sheridan. When they reached Marine Drive, Gene asked Daniel if he had seen the road. Daniel replied that he did not. Gene drove around the area looking for Castlewood Terrace. Finally, Gene said, “Look, I’ve got to be in the garage by 1 p.m. I’m not going to be able to drive around all day looking for it.” Gene’s leased cab had to be returned to the cab company by 1 p.m. or he would have to pay a penalty. Daniel asked Gene if he was trying to put him out of the cab. Gene explained that he was not putting him out but said he had limited time. As they drove, Daniel spotted a police car. Daniel said, “There’s a policeman. I think I might get out and just get in the police car.” Gene responded, “Do what you please, as long as you pay the fare.”

Gene pulled up alongside the police car and asked the policeman if he was near Castlewood Terrace. The policeman explained that they were just two blocks away from the location. Daniel had given Gene bad directions. Daniel decided to continue riding in the taxi with Gene. Within a couple of minutes, they arrived at the requested address. Daniel reached for his wallet and noticed that the driver’s cab license, which was required to be on display and visible to passengers, was missing. “Driver,” Daniel asked, “Where’s your license?” “Mister,” Gene replied, “will you give me my money? The fare is $12.55. Will you pay me?” Daniel said, “I’m not going to give you a thing until you produce a license.” “I’m going to ask you one more time,” the cab driver said, “Give me my money and get out of this cab.” Daniel replied, “I’m not going to pay you until you produce a license.”

Gene was fed up with Daniel. “I got a ticket, mister, and that’s really none of your business,” Gene explained, “but that’s why I don’t have the license there.” The policeman who gave Gene the ticket took his license to ensure that he would pay the fine. The ticket allowed Gene to continue driving his cab. Gene’s explanation was not good enough for Daniel. “I’ll tell you what,” Daniel said, “I’m not paying you. I’m getting out right now. Get my luggage.”

As Daniel reached for the door handle, Gene slammed on the gas pedal. “You won’t pay me?” Gene quipped, “When we stop a squad car, you’re gonna pay me.” The taxi sped down the luxurious street. The only recourse Gene, or any other taxi driver, had against people who refused to pay was to drive until he found a police officer. Taxi drivers could face charges if they physically confronted the person, kept the luggage, or followed him into a residence. As Gene sped through town looking for a policeman, Daniel stuck his head and shoulders out of the window of the car and yelled that he had been kidnapped. He threatened to jump out of the moving car. “Ok,” Gene said, “Jump and you don’t have to worry about paying the fare.” “This is kidnapping,” Daniel yelled. “I’ll make sure you never drive a cab again.” Daniel continued screaming out the window that he had been kidnapped.

Finally, Gene found a policewoman. He pulled the car over and tried to explain the situation. He assumed the policewoman would arrest the man just the same as other police officers had when the same scenario happened. To Gene’s surprise, the policewoman reached out and shook Daniel’s hand. People walking by stopped and did the same thing. Everyone seemed happy to meet Daniel. A passing ambulance saw the cop car, the taxi, and the large gathering of people, and pulled over because the ambulance crew thought someone had had an accident. Other officers arrived and greeted Daniel in the same manner. Gene was puzzled by their actions toward Daniel. Finally, a policeman asked if Gene was the cab driver. Gene only had enough time to reply “Yes,” and they placed him under arrest.

As Gene sat in a jail cell, he learned that Daniel was at the police station and wanted to pay the fare. Danial was adamant, however, that he would do everything in his power to ensure that Gene never drove a cab again. A spokesman for Daniel said, “It certainly is not [Daniel’s] intention for anyone to lose their job, but he is concerned that a similar incident may happen to someone else.”

In April of 1981, Daniel dropped charges against the Chicago cabbie. Through the entire event, Gene never recognized Daniel because he said he rarely watched television. Millions of people around the world knew and trusted Daniel. It was he, Daniel, who reported from Dallas in November 1963 on the John F. Kennedy assassination, gave regular reports on the Vietnam War, Richard Nixon’s presidency, the Watergate scandal, and Nixon’s resignation. The man who claimed Gene had kidnapped him when he refused to pay the $12.55 fare, was CBS news anchor Daniel Irvin “Dan” Rather.

Firefighters respond to structure fire on Pauline Street

Natchitoches Parish Fire District No. 6 responded to a call for mutual aid from NFD from the scene of a working structure fire on Pauline Street on June 17 at 4:54 pm. With temperatures soaring into the upper 90’s, additional manpower allowed crews to rotate in and out of the structure ensuring the opportunity for life-preserving rehabilitation for firefighters.

Extreme temperatures, along with high humidity add the additional life safety risk of heat exhaustion, heat stroke and rapid dehydration for firefighters.

NRMC EMS was also on scene providing medical support for responders.

Engine 1 and Rescue 1 responded, along with 11 NPFD6 members.

Natchitoches Police arrest an individual for a home invasion on Sixth Street

900 Block of Sixth Street, Natchitoches

The Natchitoches Police Department is investigating a home invasion on Sixth Street that resulted in the suspect being shot in the hand.

On June 20, 2022 around 9:45 a.m., officers with the Natchitoches Police Department were dispatched to the 900 block of Sixth Street in reference to a home invasion. Upon officers’ arrival, they located Brandon Bernstine, the suspect, (B/M, 33 y.o.a. of Natchitoches) suffering from a gunshot wound to his hand. Brandon Bernstine was transported to the Natchitoches Regional Medical Center for further treatment.

While on scene officers were able to make contact with the victim who said that Brandon Bernstine forced his way into the residence and committed a battery on her. The victim was able to retrieve a shotgun and fired one gunshot that struck the suspect in the hand.

Brandon Bernstine was arrested for Home Invasion and Remaining on Places after being Forbidden. He was placed in the Natchitoches Parish Detention Center.

THOMAS M. WEBER: RESISTING AN OFFICER;WARRENT; BOND SET: $1,500

(Fairview)-Natchitoches Parish Sheriff’s Deputies arrested a Texas man wanted by the Gregg County Sheriff’s Office on Sunday following a disturbance near Fairview according to the Natchitoches Parish Sheriff’s Office.

On Sunday morning, June 19, at approximately 9:20am, Deputies assigned to the NPSO Patrol Operations Bureau responded to reports of a disturbance involving a male and female in the 500 block of Davis Springs Road in Fairview Alpha.

Deputies arrived on scene.

Upon coming in contact with both parties involved in the disturbance, and gathering information, deputies conducted warrant checks.

Deputies learned that the male involved in the disturbance identified as 26-year-old Thomas M. Weber of Overton, Texas was wanted by the Gregg County Sheriff’s Office for Resisting an Officer.

As deputies were about to arrest Weber, he fled on foot on the Davis Springs Road to the Coulee Loop area where they lost sight of him near a tree line.

Deputies saturated the area and asked residents in the area to contact the NPSO if they spotted him.

At approximately 10:03am, a concerned citizen contact the NPSO reported observing Weber walking through some private property and towards an area he had been residing.

Deputies began a search of the area and eventually discovered Weber hiding in an abandoned mobile home.

Deputies gave verbal commands instructing Weber to exit the mobile home where he was taken into custody without incident.

Deputies summoned EMS to the scene to assess and treat some minor lacerations Weber received while fleeing in nearby brush.

Thomas M. Weber, 26, of Overton, Texas was transported and booked into the Natchitoches Parish Detention Center charged with being a Texas Fugitive since 2020 for Resisting an Officer and additional charges of Resisting an Officer in Natchitoches Parish.

A 10th Judicial District Court Judge has set bond at $1500.00 dollars for the Natchitoches Parish charges, however, a hold has been placed for Gregg County Sheriff’s Office pending extradition to Texas at a later date.

Deputies D. Haliburton and T. Stewart made the arrest.

We appreciate the concern citizen that saw something suspicious and reported it to the NPSO that led to the apprehension of Weber.

Dane Terrell joins Rhodes Realty team

Gaining experience buying and selling real estate and managing rental property since he turned 18, Natchitoches resident Dane Terrell is now a licensed agent with Rhodes Realty.

Managing up to 100 units at a time, Dane’s family recently got out of the rental business, but Dane wanted to continue to work in real estate.

General Description:

The Program Manager is responsible for general overseeing of the WRC client program, general center needs, and additional special events. This position is a core and intricate component of our team environment and has a passion for serving in direct client impact. The Program Manager will be a familiar face to many of our clients that we see on a daily basis and able to lead volunteers well.

The Women’s Resource Center of Natchitoches exists to educate and empower individuals to  make life-affirming choices. A cornerstone nonprofit organization in North/Central Louisiana as a free  and confidential resource dedicated to pregnant women; our services include prenatal education,  lifestyle skills, ultrasounds, material assistance, childbirth education, breastfeeding education, car  seat safety classes, child safety classes, peer counseling, and more. 

Position Described:

1. The Program Manager is a part-time employee of the Women’s Resource Center. 

2. Maintain and support an open commitment to Jesus Christ, promote the sanctity of human life, be an active member of a local church, and agree with the WRC principles and statement of faith. 

Qualifications:

  1. Graduation from an accredited college or university is preferred.
  2. Proficient in technology (Google Voice, Microsoft Excel and Word, Databases)
  3. Ability to lift up to 20 pounds, and be standing for long periods of time.
  4. Ability to operate office equipment including a computer, printer, and scanner.
  5. Ability to understand safety procedures and make logical decisions with HIPAA compliance.
  6. Ability to communicate effectively, both orally and in writing, with proper spelling, grammar, and punctuation.
  7. Ability to gather data, compile information, and prepare detailed and accurate monthly reports.
  8. Ability to diffuse difficult situations and manage client loads (not limited to but including: abuse, coercion, trauma, etc.) with high levels of compassion.

Preferred Qualifications:

  1. Knowledge of TANF, Medicaid Guidelines
  2. Two (2) years of nonprofit experience.

Principal Activities:

  1. Client Needs: Peer-counsels clients confidentiality when needed, giving empathetic support to make life-affirming decisions. Managing the text-line, communicating with clients on next appointments, scheduling referrals and birth follow-up visits. Updating and keeping inventory of all literature to most current education. Supervisor of documentation in charting for complete information. Enters client information into appropriate databases weekly.
  2. Volunteer Advocate: Trains and interviews all new volunteers for all positions (counselors, front-desk, administration, etc). Supports, encourages, and assists volunteers. Monitor progress of those training.
  3. Special Events: Christmas Festival Morning (December), Celebration of Life Gala (September) Run Baby Run (May), Annual Giveaway (2x a year, April and October). Assists team with planning Annual Volunteer Appreciation Dinner, Christmas Party.
  4. Other duties as assigned.

Compensation:

This is a part-time position, from Tuesdays-Thursdays, with the occasional Monday and Friday for class days and special events. The range is $16-18 an hour based on qualifications and experience.

Does God have rights?

Animals have rights. People have rights. Trees have rights. And we are all being made aware that Planet Earth also has rights. But does God have rights? And if so, what are they?

What is a right in the first place? According to the Merriam Webster Dictionary, the definition of a right is: “The interest in a claim which is recognized by and protected by sanctions imposed by a state, which enables one to possess property or to engage in some transaction or course of conduct or to compel some other person to so engage or to refrain from some course of conduct under certain circumstances, and for the infringement of which claim the state provides a remedy in its courts of justice.” Whew! Of course, if you wanted to quickly grasp all that, you would almost have to be a lawyer. Well, I am certainly no lawyer. But as I understand it, what it all basically boils down to in layman’s terms is this: a right is a privilege backed up generally by a law and enforced by an authority capable of ensuring that privilege is honored.

Juneteenth Concert Concludes the Celebrations in Style!


The City of Natchitoches concluded its Juneteenth Celebrations with a concert Saturday, June 18 at the downtown riverbank. The family event was attended by several hundred concertgoers from across the community who enjoyed some superb music from two local bands and GODJ.Chris. The family-friendly event featured two inflatable play areas that were available at no cost for children to play in.

The concert began, as all of the weekend’s activities have, with an explanation of the meaning and history of the Juneteenth holiday, commemorating the day in June, 1865 in which Union general Gordon Granger landed his forces in Galveston, Texas and issued his famous Order Number 3 declaring: “…The people of Texas are informed that in accordance with a Proclamation from the Executive of the United States, all slaves are free ….” NSU student Darrin Nixon delivered a short speech on the holiday.

NSU Alumnae Ms. Destiney Roberson performed an absolutely stunning rendition of the National Anthem as well as Lift Every Voice and Sing. Local bands Tanner & Company and On Point Band entertained the crowd as the evening culminated with a fireworks display.

NPD investigates homicide on North Melrose Avenue

The Natchitoches Police Department is investigating a homicide that took place Sunday afternoon on North Melrose Avenue.

On June 19, 2022 around 2:13 p.m., officers with the Natchitoches Police Department responded to the 100 block of North Melrose Avenue in reference to gunshots in the area. Upon officers arrival they located LaDarious Scott (B/M, 22 y.o.a. of Winnfield) who was suffering from multiple gunshot wounds. LaDarious Scott was pronounced deceased by the Natchitoches Parish Coroner’s Office as a result of his injuries.

While investigators were on scene they were able to learn that Dave Bigford, the suspect, (B/M, 24 y.o.a of Mount Olive, NC) forced his girlfriend into a vehicle at gun point and fled the area prior to officers’ arrival. Detectives notified surrounding law enforcement agencies to be on the lookout for the suspect and the vehicle he was driving. Law enforcement in Vernon Parish located the vehicle and attempted a traffic stop that led to a lengthy vehicle chase. During the vehicle pursuit his girlfriend was able to jump free from the vehicle in Alexandria. Dave Bigford eventually crashed his vehicle into a ditch in Rapides Parish. While in the ditch Dave Bigford was located with a single self-inflicted gunshot wound and was taken to a local hospital.

Dave Bigford is charged with Second Degree Murder and Aggravated Kidnapping.

The Natchitoches Police Department will release more details as they become available.

Juneteenth Celebration in Ben Johnson Park-Family Fun with a Purpose

Several civic leaders and organizations combined forces to host a Juneteenth celebration in Natchitoches’ Ben Johnson Park, Friday, June 17. The family centered event featured songs, dances, poems, and prayers.
The Natchitoches Parish Public Library was on hand with their popular sno-cone machine and educational prizes. NCHS art students displayed their talents with some superbly done pieces. The Hog Riders, a local civic-minded motorcycle group, also attended the celebration. Mr. Johnnie Barnes kept the attendees well fed with his flavorful grilling.

The evening also had a serious note in addition to the fun. The ladies of Zeta Phi Beta and the Natchitoches Parish Voters & Civic League were on hand to register voters. Ms. Regine Bell also spoke on the need for mental health awareness.

Natchitoches Celebrates Juneteenth with Fun and Education

It was a fun and education packed weekend as the city of Natchitoches celebrated Juneteenth, June 17-18. Juneteenth commemorates the day on June 19, 1865, on which Union forces under General Gordon Granger landed at Galveston, Texas. One of the General’s first actions was to issue his famous General Order Number 3 which stated in part:

“…The people of Texas are informed that in accordance with a Proclamation from the Executive of the United States, all slaves are free. This involves an absolute equality of rights and rights of property between former masters and slaves, and the connection therefore existing between them becomes that between employer and hired laborer….”

The weekend of events began with a breakfast event at a local restaurant in which Mayor Williams spoke and introduced LSMSA instructor, Dr. Jason Anderson, who spoke on the history of the holiday and the necessity of educating the younger generation on its importance.

The day’s events continued with a daylong basketball tournament held at Natchitoches Junior High. The tournament featured boy’s and girl’s youth teams from the city recreational league who battled eagerly for bragging rights. The evening culminated in the eagerly awaited “Celebrity Game” between the maroon and purple teams that were comprised of Mayor Williams, NCHS Principal Coleman, Lakeview Basketball Coach Williams, District Attorney Harrington and a variety of community leaders. The planned first responders’ game between the fire. police and sheriff’s departments had to be cancelled as the fire department was called to fight a residential fire shortly before tipoff. In fact, many of the firefighters wore their basketball uniforms under their bunker gear as they fought the fire a few blocks away.

On the first Juneteenth, a little over two months after the surrender of Robert E. Lee and the Army of Northern Virginia at Appomattox doomed the Confederacy, General Granger and his troops fulfilled the promise of the Emancipation Proclamation of 1863. The Stars and Stripes once more flew from every corner of this nation. The Confederacy was crushed and the evil of slavery driven from our country. It is indeed a day worthy of remembrance and celebration!

NPSO: BIENVILLE PARISH MOTORCYCLIST INJURED IN TWO-VEHICLE CRASH ON LA. HWY 153

(Ashland)-A Bienville Parish motorcyclist suffered moderate injuries in a two-vehicle crash on La. Hwy 153 near Ashland on Friday afternoon according to the Natchitoches Parish Sheriff’s Office.

At approximately 1:21pm, Natchitoches Parish Sheriff’s Deputies, Ashland Town Marshal, and Natchitoches Regional Medical Center EMS responded to NATCOM 911 Center reports of a two-vehicle crash involving a motorcycle and passenger car on La. Hwy 153 near Chester Warren Road near Ashland, La.

Deputies arrived on scene finding the operator of the motorcycle suffering from what was believed to be moderate non-life threatening injuries.

Deputies say the preliminary investigation revealed that 32-year-old Harrison F. Foster of Castor, La. was operating a 2011 Harley Davidson motorcycle traveling southbound on La. Hwy 153 just south of the Ashland when a 2006 Honda Accord operated by 70-year-old Thomas Baumgardner of Ashland entered La. Hwy 153 from a private driveway apparently not observing the motorcyclist. This action caused Foster to impact the left rear of the Honda Accord ejecting him onto the roadway.

Foster wearing a safety helmet was transported from the scene by EMS to a Shreveport hospital for treatment of moderate injuries.

Deputies remind motorists, the recent increase of fuel costs has caused an increase in motorcycles being operated on roadways. Please drive safely, obey traffic laws pertaining to motorcycles, avoid distractions and always look left, look right then look left again before entering roadways from private driveways.

SALINE LAKE DRAWDOWN WORK AND SHORELINE IMPROVEMENT REQUIRES CORP OF ENGINEER PERMIT

The Winn Parish Police Jury / Saline Lake Game and Fish Preserve Commission and Louisiana Department of Wildlife and Fisheries announced the scheduled drawdown of Saline Lake, in Natchitoches and Winn parishes, starting May 31, 2022. The primary purpose is to control the growth of giant Salvinia during the upcoming summer months when growth potential is at its highest. The 2021 WLF aquatic vegetation management plan can be found on the LDWF website (Fisheries-Publications and Brochures-Inland Vegetation Management Plans-Saline Lake, Winn Parish).

The lake will dewater at a rate of 3 to 4 inches per day until it reaches a target drawdown level of 8 feet below normal pool stage. The control gates will close on approximately October 3, 2022, to allow the lake to refill for fall, winter and early spring recreational activities.

During the drawdown, an estimated 2,500 to 3,000 acres of water will remain in the lake. Boaters can still access the main waterbody from the Mulligan Inn Boat Ramp with small craft, but caution is advised. Numerous additional obstructions will be present due to the lower water level.

This action is a necessary component of LDWF’s integrated management plan to control overabundant aquatic vegetation growth and to improve access for recreational activities. An annual cycle of high and low water fluctuation can provide beneficial effects similar to a natural overflow lake system.

During the drawdown, property owners have the option to take advantage of the low water to repair boat docks, seawalls, boat slips, etc. However, a Corp of Engineer permit is required from the USACE Regulatory Branch for any such activities in and around Saline Lake before any work is started. Basically a shovel cannot be placed in the lake bottom until a permit is obtained.

Saline Lake is considered a Section 10 waterbody, and any work conducted over, in, or under the lake would require permit authorization from the Regulatory Office of the USACE. Outside of the lake itself, any dredging or filling activities within a wetland or stream may also require authorization prior to the impact. You may contact your local Police Jury / Parish Government or the Saline Lake Game and Fish Preserve Commission for help with your permit.

RELEASE OF BOOKING MUG SHOT IMAGES
The Natchitoches Parish Sheriff’s Office and other law enforcement agencies across the State of Louisiana has learned, Louisiana House Bill 729, or referred to as the “Mug Shot Bill” has passed through the Louisiana Legislature and is expected to be signed off on by Governor John Bel Edwards according to information from the Louisiana Sheriff’s Association.

Upon the Governor’s signature into law, all law enforcement agencies across the state will be expected to comply immediately.

HB 729 will require all law enforcement agencies to cease the publishing of booking photos to the public and media with certain exceptions.

This will also include mug shots on our social media and website pages, that most of you have been accustomed to and kept aware of someone being arrested in your communities.

Our goal has always been to keep the community informed and aware of criminal arrests made by our agency rather it be by your tips, detectives investigating crimes or patrol responding to and enforcing laws across the parish.

HB 729 will allow the publication of certain mug shots such as :

    • The individual is a fugitive and the agency determines that releasing the photograph will assist in apprehending the suspect.
    • The individual is an imminent threat to an individual or public safety and releasing the photo will help reduce the threat.
    • A court orders the release of a photo based on a finding that there is a “legitimate interest” in its release.

    The charges against an individual are for a crime of violence according to La.R.S. 14:2 other than stalking; OR are for charges include in this list against vulnerable populations:

    -Sex offenses as defined in LA.R.S.15:541
    -Human trafficking offenses as defined in LA.R.S.15:541;
    -Offenses affecting the health and morals of minors beginning at LA.R.S.14:91;
    -Offenses affecting the health and safety of persons with infirmities, beginning at LA.r..14:93.3;
    -Video voyeurism
    -Cruelty of Animals
    -Dogfighting

    • The individual is convicted or pleads guilty or nolo contendere to the crimes for which he is charged or to any “lesser included “crime” listed in Article 558 of this Code for the crime(s) for which the offender was arrested; or
